Others Present: Town Property Owners – estimated at 40 people
CALL TO ORDER/ROLL CALL/ VERIFICATION OF MEETING NOTICE: Town of Angelica Chairman Smith called the meeting to order at 7:00 a.m. followed by the Pledge of Allegiance. Smith verified with Clerk Powers that proper posting of the meeting had been done.

No. 2192 was for a check written after the March 8, 2004 meeting and the
remaining vouchers were all for reimbursement for highway easements on Hillside
Drive and Willow Road)
ADJOURNMENT: MOTION (Powers/Gwidt/PASSED) to adjourn the meeting. The meeting was adjourned at 7:30 p.m.

The informational meeting was opened immediately following the Special Town Board Meeting of April 1, 2004. There were approximately forty town property owners present. Chairman Smith explained the plans for reconstruction of one mile of Willow Road from its intersection with Town Hall Drive north to its intersection with Middle Drive and the one mile of Hillside Drive going in west from its intersection with County Road C. Some of the questions and concerns raised were:
1. Relocation of survey stakes that are now in place with a road right of way of three rods.
2. Placement of culverts on Willow Road on the north end of the reconstruction area in regard to depth of culverts to allow proper drainage.
3. Placing topsoil next to the road on areas where people presently are cutting grass in ditches up to the
roadway.
4. What is going to be done with the area in front of the Hillside Cemetery, especially in regard to people parking in the road right of way.
5. A concern about the culvert on Hillside Drive near the Conradt and Robaidek properties. Richard Conradt offered fill from a hill in his field adjacent to Hillside Drive for this area providing topsoil is replaced and leveled in the area where fill would be taken.
6. The time frame when work will start and be finished. Chairman Smith indicated the town board hoped to receive bids during May and have the work done before the 1st of September.
7. Whether or not the reconstructed road will be blacktopped this year or next year.
8. If property owners could have their drives blacktopped by the county at the same time the roads are being blacktopped.
After
discussion regarding the reconstruction, property owners had an opportunity to
speak to the town board directly about removal of trees, replacement of fences
and other concerns before they signed a Highway Easement and were reimbursed
for doing this by using the following formula (property frontage in feet x
8.25 feet [1/2 rod] which equals square footage divided by 43,560 sq. ft. to
arrive at an acreage figure x a figure of $1,000.00 per acre)
