Call to Order/Roll
Call/Verification of Meeting Notrice: Chairman Smith called the meeting to order at
7:30 p.m. followed by the Pledge of Allegiance. All officers were present for Roll Call. Smith verified with Clerk Powers that
proper posting of the meeting had been done.
Approval of Prior Town Board Minutes: MOTION (Powers/Gwidt/PASSED)
to accept the minutes of the Town
Board of Supervisors’ meeting of March 8, 2004 and the Special Town Board
meeting of April 1, 2004 as presented to the town board by the clerk.
Approval of Treasurer’s Monthly Report: The
Treasurer’s report was presented to the board by Treasurer Matuszak showing
balances as of March 31, 2004 of
$186,427.04 at the F & M Bank in Pulaski and $131,148.94 at the
Premier Bank in Pulaski. MOTION
(Gwidt/Powers/PASSED) to approve the Treasurer’s report as presented
Voucher Listing/Payment
of Bills: MOTION (Powers/Gwidt/PASSED) to deviate from the agenda and approve the vouchers
for payment of bills. (Smith/Gwidt/PASSED) to approve vouchers
No. 2226 through No.2270.
Correspondence: Correspondence
reviewed was (1) Irrevocable Standby Letter of Credit No. 04023 in the amount
of $10,000.00 for Lee J. Duchateau from the F & M Bank (2) invitation from
the Town of Green Valley Plan Commission for presentation of their proposed
Comprehensive Plan recommended for adoption by their town board. (3)
letter from U-W Extension regarding a drinking water education program they
will be offering for the towns of Angelica, Green Valley, Hartland and
Washington (4) letter from the County Clerk regarding plans to do a
photographic historical display again at the Shawano County Fair, this year
featuring cheese factories, creameries and ice cream factories (5) notice from
Pulaski Community School District regarding a study they are doing on
enrollment trends, building capacities, land development and attendance area
options (6) notice from the Shawano County Humane Society about the 2003 dog
license fees apportionment along with a check of $1,270.44 (7) notice from DNR
regarding a grant award of $8,408.30 as our 2004 recycling grant (8) DNR notice
of land enrolled in the Forest Crop Law or Managed Forest Law in the Town of
Angelica as of January 1, 2004, and (9) meeting notices from the Shawano County
PD& Z Committee, Board of Adjustment, Land Conservation Committee and the
Wind Turbine Citizen Advisory Committee.
Reports from Town
Officers: Supervisor Powers reported on a complaint he had
received about mud and or manure being left on a town road. Supervisor Gwidt reported on one culvert
permit he had issued and that the town’s website is now up and running on the
internet.
Chairman Smith reported
(1) he had been informed by the county that the cost of blacktop material this
year should be the same or a little less than last year and also that the
county will do driveways for property owners in the town when they are out in
this area but the town would have to bill the property owner for payment of the
blacktopping (2) bridge inspection is to be done by the county this year at a
cost of $65.00 per bridge. The town’s
request has to be in to the county and be done by June 1st (3) application for
bridge aid for the years 2005 and 2006
should be done at this time (the aid formula is that the town has to pay the
1st $750.00 the county pays the 2nd $750.00 and any
amount after that is split fifty/fifty.
(4) Matt Maroszek had contacted him about services he could offer
the town relating to brush cutting, spraying of brush and dust buster
application, (5) the Shawano County Highway Superintendent gave the town an
estimate of what it would cost to put one and one-half inches of material on
the roads that had spring breakup, namely:
Elm Road, Hickory Drive, Carroll Road, Beech Drive, Green Valley Road
and Cedar Road. Some digging would have
to be done on Hickory, Green Valley and Cedar.
The county’s estimate was $30,000.00 for repairing these roads. (6) he
had a meeting with Gary Knapton of the Army Corps of Engineers the past
Wednesday and the Army Corps would allow the town to reconstruct Willow Road in
the area of wetlands with a 20-foot top, 3-foot shoulder and a 3 to 1 ditch
slope. If the town would reconstruct
the road according to these dimensions in the area just south of the
intersection of Middle Drive and through the woods and also in front of the
Bonnin property, the DNR would not have to be involved. This work would be called road maintenance. It was the general consensus of the board to
go along with what the Army Corps had
proposed. (7) he and Pat Karcz of the Planning Committee were checking out the
subdividing of property on Town Hall Drive which could create a non-conforming
lot for a dwelling if the house is further back from the road r.o.w. than 290
feet. The Clerk was instructed to draft
a letter to be sent to this property owner.
Smith also reported the
following requests from town residents had been received: Keith Van Lannen inquired about a zone change
in the Zachow area to allow him to put up a business; Kevin Czarniak asked if
he could clean stumps out of the road ditch in front of his property; Gene
Beyersdorf had requested gravel be put on what is considered to be a town road
up to his gate; and Irene Banaszynski has a concern about water running across
her driveway on Deer Road
Report from Town Planning
Committee Chairman: As there was no April meeting of the Town of
Angelica Planning Committee, no report was given.
Other Reports: Jim
Resick, of the UW Extension Shawano County Office was present and before his
presentation on the Comprehensive Plan he answered some questions in regard to
a drinking water education program that will be offered in eastern Shawano
County for the Towns of Angelica, Green Valley, Hartland and Washington in
August of this year. Well water
sampling kits will be distributed in August and results given to property
owners in September or October. The
cost will be around $33.00 per household which is considerably less than the
cost would be if a property owner did it on their own. Information obtained will help area
residents learn more about the quality of their drinking water and groundwater
resources in this eastern area of the county.
Resick indicated that he would need a local group or committee to help
with sampling kit distribution and collection.
Public Comments: Elmer Kraning had a comment about the town chairman’s absence in the month of February and the monthly salary he was paid. Ronald Krajewski had a concern about water draining from his property and a road culvert. Krajewski asked what the town would be doing this year in regard to blacktopping property owners’ driveways, had a question about the town’s annual financial report and asked why the town isn’t using the Shoppers Guide for publication of information as more people in the town got this free paper than the Shawano Leader.
Specific Matters for
Discussion and Possible Action by Town Board in Open Session:
a.
Jim Resick was present
and reported on the status of the Comprehensive Plan to be developed for the
county and towns. The Comprehensive
Planning Citizen Advisory Committee has been meeting since May of last year and
has developed a plan for planning. This
committee hopes to bring a recommendation for a Comprehensive Planning Joint
Grant Application to the May county board meeting. Resick explained that towns that have already done a land-use
plan will be given credit for this and the cost to those towns should be no
more than $5,500.00. By joining in with
the county the town should be provided with a comprehensive plan that covers
all of the state-required elements and goals.
Resick stated that the county would probably again be divided into
clusters, similar to what was done when the land-use plan was developed in
1997. MOTION (Gwidt/Powers/PASSED) to
sign a non-binding Letter of Intent relating to the Comprehensive Planning
Joint Grant Application to be submitted by the county and towns.
b.
Richard Ferfecki
reported that the plat map for the Dream Land Heights subdivision had passed
the Shawano County Planning, Zoning and Development Committee and will now go
to the county board for approval.
Ferfecki asked the board if the town would provide the culverts for the
two entrances to the subdivision, one which will be off of Green Valley Road
and the other off of Angelica Street.
It was the general consensus of the board that the culverts and
installation of street lights would be the developer’s responsibility and this
will be addressed when a road development agreement will be done between
Ferfecki and the town in regard to construction and paving of roads and also
street lighting in the subdivision.
Ferfecki also requested that the town pass a resolution that they
approve of the subdivision plat. The
preliminary plat submitted to the town had created 17 lots within the
subdivision and also referred to four lots adjacent to the subdivision at the
intersection of Angelica Street and Green Valley Road for which certified
survey maps had already been created. MOTION
(Powers/Gwidt/PASSED UNANIMOUSLY) that the town board resolve to approve
the Dream Land Heights Subdivision final plat as it is presented to the Shawano
County Board.
c.
Bids for cutting and
trimming grass at the town hall and at the town park in Krakow were
opened. There were ten bids for cutting
and trimming the grass at the town hall and nine bids for doing this work at
the park. MOTION
(Gwidt/Powers/PASSED) to accept the two bids from Schwartz Lawn
Cutting. The bid of $35.00 per cutting
and trimming grass at the town hall and $70.00 per cutting and trimming grass
at the park from Schwartz Lawn Cutting were the low bids for doing this work.
d.
Wilbert Lewis informed
the board that he is presently receiving $1.00 per dog plus mileage from the
town and fifty cents from Shawano County to do the annual listing of dogs. When he agreed to do this a year ago he was
told that after a year the reimbursement would be reviewed. MOTION (Powers/Gwidt/PASSED) to
increase the per dog payment by the town for the annual listing of dogs from
$1.00 to $2.00 per dog plus mileage.
e.
Dennis Saeger of the
Pulaski/Angelica AmVets approached Supervisor Powers and asked if their
organization could place four American flags on electric poles in the unincorporated
area of Angelica. WeEnergies would only
enter into an Attachment Agreement with the town. MOTION (Powers/Gwidt/PASSED)
that the Town of Angelica enter into an Attachment Agreement with
WeEnergies that would allow the Angelica/Pulaski AmVets to place American flags
on four WeEnergies utility poles in the unincorporated Angelica area
f.
Applications for
Operator’s Licenses from Heather Bartels, Mary Jo Kirchner and Christine
Palholke were presented to the board for approval. All three had been issued Provisional Operator’s Licenses that
were in effect from the time of application until the applications for original
Operator’s Licenses were approved by the town board. MOTION (Gwidt/Powers/PASSED) to approve the three
applications for Operator’s Licenses as presented to the board.
g.
There was discussion
on stones that were put in the town road right-of-way on Hickory Drive just in
east from County Road C. The town board
instructed the clerk to write a letter to the property owner requesting that
these stones be removed as there could be serious damage to a vehicle or mowing
machinery if they struck these stones.
h.
The town board
received a letter dated March 15, 2004 from the President of the Krakow
Advancement Association requesting that the town board take action on two
properties in the Krakow area, which properties appear not to be in compliance with the Shawano County Nuisance,
Health, Junk and Environmental Hazard Ordinance No. 13-97. The Clerk was instructed to send a letter
via certified mail to the two property owners asking them to come to the May
10, 2004 Town Board of Supervisors meeting to try to resolve this matter.
i.
The town board did not
set a date for the town’s Open Book and Board of Review as they have not yet received
information from R & R Assessing in regard to when they are ready to hold
open book and board of review.
j.
There was discussion
as to how many tires and other items are in the town ditches and what the best
approach would be to get these items removed before the grass starts
growing. Chairman Smith is going to
check with the Town of Maple Grove Chairman to see how they are disposing of
tires in their town. Wilbert Lewis and
Elmer Kraning, who are taking care of animal control and road signing for the
town, are already covered by the town’s liability insurance. MOTION (Powers/Gwidt/PASSED) to pay
Wilbert Lewis and Elmer Kraning $1.00 per tire plus mileage for picking up
tires that have been put in the town ditches.
k.
The Annual Meeting is
set for Tuesday, May 13, 2004. Suggested items to be brought up at the meeting
were: changing from caucus to
nomination papers in election of town officials, whether or not to raise the
cost of garbage stickers, plans for an addition to and remodeling of the town hall
and salaries for town officials.
Specific Town Board
Notice and Agenda for Upcoming Town Board Meeting: It was suggested that the
cutting of town ditches be on the agenda for the next town board meeting which
will be held on Monday, May 10, 2004 at 7:30 p.m.
Adjournment: MOTION
