Budget Hearing for Proposed 2004 Town of Angelica Budget

Town Officials Present: Chairman Richard Smith, Supervisors Cliff Powers and Wilbert Lewis, Treasurer Lisa Matuszak and Clerk Janet Powers

Others Present: Elmer Kraning, Bob Banaszynski, Richard Ferfecki, Nancy Lewis and Noreen Smith

The Budget Hearing was opened at 6:30 p.m. by Town Chairman, Richard Smith. A copy of the proposed 2006 budget was given to all those in attendance.

The Chairman opened the hearing to questions from those present. There was discussion (1) the need to increase the levy over the state levy limit if the town was to continue doing reconstruction of roads (2) continuing legal fees in regard to the lawsuit between the municipalities and Tri-County Rescue and (3) the contract for garbage and recycling pickup having over doubled in cost per month and the effect of higher fuel prices on other services the town provides.

The proposed tax levy of $329,049.00 was arrived at by using a mil rate of $3.97082 per thousand. The Aggregate Assessed Valuation is set at $82,866,700.00.

The Chairman closed the budget hearing at 7:00 p.m.

TOWN OF ANGELICA

Special Town Meeting – November 15, 2005

Those attending were the same 10 people who attended the Town Budget Hearing prior to this special meeting.

The special town meeting was brought to order at 7:00 p.m. followed by the Pledge of Allegiance. Chairman Smith verified with Clerk Powers that the meeting had been posted fifteen days prior at the town hall and post offices in Krakow and Zachow.

(1) MOTION (Elmer Kraning/Bob Banaszynski/PASSED UNANIMOUSLY BY VOICE VOTE) that highway expenditures of $341.731.00 be approved for 2006.

(2) MOTION (Bob Banaszynski/Richard Ferfecki/PASSED BY A SHOW OF HANDS – 10 ayes and 0 nays) to approve Resolution 11-15-05 stating that the town electors of the Town of Angelica, Shawano County, Wisconsin endorse the town board resolution to increase the town tax levy for 2005 (collected in 2006) by 36.8955% over the past year, or 2004 levy, which is an increase of $88,684 for 2005.

(3) MOTION (Lisa Matuszak/Janet Powers/PASSED UNANIMOUSLY BY VOICE VOTE) that the Town Tax Levy for 2005 taxes (to be paid in 2006) at a rate of three dollars and ninety-seven cents ($3.97082) per thousand of aggregate assessed valuation.

(4) MOTION (Noreen Smith/Elmer Kraning/PASSED UNANIMOUSLY BY VOICE VOTE) that there be a transfer of the 2005 contingency fund in the amount of $20,000.00 to the highway expenditures account for 2005.

(5) MOTION (Richard Ferfecki/Bob Banaszynski/PASSED UNANIMOUSLY BY VOICE VOTE) to set the per diem payments for town officials when attending meetings other than town board or town meetings in the amount of $25.00 per meeting.

(6) MOTION (Wilbert Lewis/Cliff Powers/PASSED) to close the special town meeting. The meeting was closed at 7:10 p.m.
