Special Meeting ~ October 26, 2005

Town Officials Present: Chairman, Richard Smith, Supervisor Cliff Powers, Supervisor Wilbert Lewis, and Clerk Janet Powers

Town Officials Absent: Treasurer Lisa Matuszak

The special meeting in regard to preparation of the 2006 budget, which was held at the Clerk’s office, opened at 1:00 p.m. Three different proposals were reviewed; the difference in the proposals being the amount of expenditures that would be budgeted for Road Reconstruction and Maintenance:

Proposal No. 1 included doing two miles of reconstruction work, laying down the second coat of blacktop on Town Hall Drive and Willow Road, laying the binder coat on the two miles of reconstruction, crack filling and seal coating as was done last year. This Proposal would result in a 62.3% increase over last year’s levy or a mil rate of $4.71.

Proposal No. 2 kept total expenditures to a level that would result in a 3.1% increase over last year’s levy or a mil rate of $2.99, which amount was the levy limit imposed by the State of Wisconsin. This proposal meant the town would do only one and a half miles of reconstruction; would not do any crack filling or seal coating, and would not lay the binder coat of blacktop on the new reconstruction.

Proposal No. 3 resulted in total expenditures that would result in a 36.9% increase over last year’s levy or a mil rate of $3.97. This proposal included doing one and a half miles of reconstruction, crack filling and seal coating and laying the binder coat on the new reconstruction.

The general consensus was to go with Proposal 3 and hold a special meeting to adopt a resolution to present to the town meeting regarding the 2006 budget which would allow the town to exceed the levy limit set by the state. The budget hearing and town meeting will both be held on Tuesday evening, November 15, 2005, starting at 6:30 p.m. at the town hall.

The meeting was closed at 3:00 p.m.
