TOWN OF ANGELICA
Annual Meeting
April 11, 2006
Chairman Richard Smith called the meeting to order at 7:30 p.m. followed by the Pledge of Allegiance. Smith verified with Clerk Janet Powers that proper noticing of the meeting had been done.
Copies of the minutes of last year’s meeting were presented to those present for review. MOTION (Ron Krajewski/Richard Lukasik/PASSED) to dispense with reading of the minutes of last year’s annual meeting. MOTION Cecelia Lukasik/Elmer Kraning/PASSED) to accept the minutes of the April 12, 2005 annual meeting as presented.
Copies of the annual financial report for the year ending December 31, 2005 had previously been mailed to all town property owners and copies were available at this meeting and reading of the financial report was dispensed. Chairman Smith asked if there were any questions in regard to the financial report. There were no questions. MOTION (Ron Krajewski/Elmer Kraning/PASSED) to approve the 2005 Annual Financial Report as of December 31, 2005 as presented.
Frank Wicklacz, Tri-County
Fire Department fire chief was present and handed out a report from the
Tri-County Fire Department. There was a
total of 72 fire runs in 2005 with 7 runs for the Town of Angelica. The town’s portion of the cost of operation
of the department for 2005 which included operating funds, vehicle funds, fire
runs and fire inspections was $26,409.45.
Grants received in 2005 amounted to $10,000.00 and at this time grants
are being applied for to FEMA and the DNR.
Wicklacz informed those in attendance about a benefit to be held at
Trails End on April 29, 2006 for Rollie Little, a twenty-year veteran of the
fire department, who is on medical leave.
A statement prepared by
the attorney for the five towns and Village of Pulaski in regard to the lawsuit
against Tri-County Rescue was read. The
statement contained information regarding the mediation settlement between the
municipalities and Tri-County Rescue.
Four first responders from
the N.E.W. Para-Medic Rescue Squad, Bill Berkhahn, Nancy Cormier, Becky
Kupsky-Gross, and Tom Sundstrom, were present and showed those in attendance
the jump kit that each first responder has. The goal is to provide larger jump
kits for the first responders and to have two defibulaters in each township. They reported on the new setup in our area
for first responders which is on a regional basis and is the first in the state
using this setup. Responders do not
answer calls dependent on the area in which they are living but rather report
to any area when they are close to the emergency scene. The planned addition of more radios and
pagers will aid in communications when emergency calls go out. It was also reported that the Krakow
Advancement Association has been holding fund raisers and has provided two AD
kits for the first responders which are valued at between $1,300 to $1,400.
Cliff Powers, County Board Supervisor for Wards 2 and 3 in the town gave a report on activities of the county board during the past year. Powers commented that: (1) a current issue is the operation of the Shawano County Park on Shawano Lake. The Highway Committee has taken over operation of the park at this time for one year to evaluate potential income from the park and it is planned to lease it out again in the future. (2) there is a disagreement between the City of Shawano and Shawano County regarding the Spillman 911 Record Keeping System because there was nothing in writing and only a verbal agreement in the past between the two. (3) the Town of Angelica is one of the larger users of county highway equipment and services and paid the county over $200,000.00 last year for services. It is beneficial to both the town and the county to be using this equipment as the equipment is owned by all the taxpayers in the county. (4) the cost of hot mix has increased $5.00 per ton over last year and this will affect the town’s budget for blacktopping of reconstructed roads and paver patching and (5) Shawano County’s debt has been lowered by $865,000 and presently is at six per cent of what could be borrowed.
Mel Raatz, of R & R Assessing Services reported that (1) there was an increase in assessed valuation of 3.6 million in new construction based on fair market valuation (2) last year the fair market valuation percentage was 80.22 per cent and it is estimated that in 2006 it will be at approximately 75 per cent which results in the town having to do a assessment revaluation within the next three years (3) farm land valuation is creeping upward and No. 1 agriculture land in 2005 was based on $185.00 per acre and next year will be based on $197.00 per acre (4) the penalty for conversion of land from agriculture to another use is now at $164.00 per acre and the penalty paid by property owners is split on the basis of one-half going to the county and one-half going to the town.
Town Planning Committee Chairman Richard Ferfecki reported that the land-use plan adopted in 1997 is working well. A comprehensive plan that addresses nine planning elements is state mandated and has to be completed by 2010. Work on this plan has started and the next Cluster Meeting will be held on June 2, 2006 at a location not yet determined. The East Cluster is made up of the City of Shawano, Village of Cecil and the towns of Angelica, Belle Plaine, Maple Grove, Navarino, Washington and Waukechon. Town residents were encouraged to be involved in the planning process.
Town Chairman Richard Smith reported: (1) the spring breakup of roads does not appear to be too bad this year (2) the town did as much blacktopping and paver-patching as possible in 2005 and because of the increase in hotmix costs this year, saved the town approximately $13,000.00 by getting the work done in 2005. (3) It is planned to do reconstruction work on Beech Drive this year but it will probably not be over one mile because he had found out from the DNR that if there is over one mile of reconstruction work on any one road it is required to have an engineer involved in this road work (4) it is planned to do paver-patching on Birch Road and Center Street in Krakow and (5) it is planned to do crack filling and seal coating of town roads again this year.
Clerk Powers reported on the federal requirement that there be electronic voting equipment in place by the September 2006 primary election that is fully accessible to the handicapped.
GENERAL DISCUSSION AND ACTION
TOPICS:
There was discussion in regard to reimbursement of town officials. MOTION (Elmer Kraning/Kevin Wegner/PASSED) to keep the salaries of elected town officials for the period of April 2007 to April of 2009 the same as they are at the present time.
Ron Krajewski asked about the
status of the addition to and remodeling of the town hall. Chairman Smith stated that a meeting is
scheduled for Thursday, April 13th, to go over plans for the
addition and remodeling with Scott Nordin of Nordin-Pedersen Associates.
MOTION (Wilbert Lewis/Kevin Wegner/PASSED) to adjourn the meeting. The meeting was adjourned at 8:55 p.m. There were 22 people in attendance. Refreshments were served courtesy of the Town Officials.
