Call to Order/Roll
Call/Verification of Meeting Notice: Chairman Smith called the meeting to order at
6:30 p.m. followed by the Pledge of Allegiance. All officers were present for Roll Call. Smith verified with Clerk Powers that proper
posting of the meeting had been done.
Approval or Modification of Agenda: MOTION (Powers/Lewis/PASSED) to approve the agenda as posted.
Approval of Prior Town Board Minutes: MOTION (Lewis/Powers/PASSED) to accept the minutes
of the regular town board meeting of January 9, 2006 and the Special Town Board
Meeting of January 26, 2006 as presented to the board by the Clerk.
Approval of Treasurer’s Monthly Report: The
Treasurer’s report was presented to the board by Treasurer Matuszak showing
balances as of January 31, 2006 of
$12,305.84 at the Citizens Bank in Pulaski and $732,884.87 at the
Premier Bank in Pulaski. MOTION
(Powers/Lewis/PASSED) to approve the Treasurer’s report as presented.
Treasurer Matuszak also asked if a representative from Premier Bank could be
put on the next month’s agenda in order to present a presentation to the board
as to what the bank could offer in regard to a business checking account.
Correspondence: Correspondence
reviewed was (1) a CSM for 1 lot on Spruce Road (2) letter from Assured
Inspection Services stating they had issued one UDC building permit in the
month of December (3) notice from DNR regarding a WPDES permit issued to the
Krakow Sanitary District (4) Krakow Sanitary January 2006 newsletter (5) copy
of 1099-INT issued to Angelica Hillside Cemetery for 2005 and (6) notices of
meetings of the Shawano County PD&Z and Land Conservation Committees.
Reports from Town
Officers: Supervisor Lewis reported on six bags of garbage being in the
ditch on the west side of Elm Road and gave the board pictures showing the
water drainage problem on Elm Road near the Perret–Piechota properties. Chairman Smith asked that the drainage
problem be on the agenda for the March board meeting. Powers gave the board a notice of workshop regarding agriculture
that will be held in Wausau. Chairman
Smith reported (1) he and Town of Maple Grove Chairman Randy Holewinski had met
with Mark Fredrickson and Frank Wichlacz regarding finding ways to work
together and improve the relationship between N.E.W. Para-Medic Rescue and the
Tri-County Fire Department (2) he had received a phone call from Attorney
Anderson in regard to the preparation of the final agreement to be signed
between the municipalities and Tri-County Rescue Squad, Inc. and Jon had
informed him that everything is on hold right now (3) the Chairman of the
Planning Committee is working with a property owner on Green Valley road who
had not obtained a permit for digging a pond.
Shawano County Planning & Zoning and the DNR are continuing to work
another property owner, the Paschkes, on Green Valley Road in regard to their
pond but nothing will be done until spring because of the condition of the
ground during this winter weather.
Clerk Powers gave the board the 2005 year-end financial summary compared
to budget, the 2005 Financial Report and a copy of the Year-End Reconciliation
report signed by Treasurer Matuszak and Clerk Powers.
Clerk Powers also
informed the board that Connie Nischke had contacted her and said that Wayne
and Connie would like to donate a new microwave to the town for use in the town
hall kitchen. The board would accept
the donation and expressed appreciation to the Nischkes for the microwave.
Public Comments: Elmer Kraning reported on replacing a sign in Krakow that was down at the intersection in front of T.J.’s.
Specific
Matters for Discussion and Possible Action by Town Board in Open Session:
New Business:
a. MOTION (Smith/Lewis/PASSED) to table any action on dismissal of a lawsuit
against Tri-County Rescue Squad, Inc. on the terms and conditions contained in
mediated settlement agreement until the March town board meeting.
b. MOTION (Powers/Lewis/PASSED) to table discussion and action on the RUE charge for
the Krakow Park Pavilion from the Krakow Sanitary District until the March town
board meeting.
c. There was discussion in regard to the plans to add
on to the town hall and renovate the existing hall. There was discussion as to (1) if the money set aside in a CD
would take care of this work (2) if the plans done by Nordin-Pedersen are
detailed enough to give out to bidders and what specs would be given the
bidders, and (3) status of the permit required from the State Department of
Commerce. Chairman Smith said that he
would get back to Nordin-Pedersen and address these concerns. This will be put on the agenda for the March
meeting.
Specific Town Board
Notice and Agenda for Upcoming Town Board Meeting: The next town board
meeting will be held on the Monday, March 13, 2006. Agenda items at this time for the March meeting are: (1)
presentation by Premier Bank (2) water drainage problem on Elm Road (3)
dismissal of lawsuit against Tri-County Rescue (4) RUE charge for the Krakow
Park Pavilion, and (5) addition and renovation of the town hall.
Voucher Listing/Payment
of Bills: MOTION
(Smith/Lewis/PASSED) to approve
payment of vouchers Nos. 3037 through 3081 with Voucher V-3055 ~ Check No. 9441
to Hanaway Ross Trust Account being voided and
Voucher V-3071 ~ Check No. 9457 to Gwidt Electric, LLC being held until
more information can be obtained regarding the work that was done.
Adjournment: MOTION

the meeting. The meeting was adjourned at 7:40 p.m.
