Special Meeting ~ June 9, 2006

Others Present: Roger and Janet Perret
The special meeting in regard to drainage problems on the Roger Perret and John Downey properties commenced at 1:00 p.m. in front of the property of Roger and Janet Perret located at N3946 Elm Road.
Chairman Smith explained to the Perrets that the town would offer two options to them to solve the drainage problem that has occurred because of the way their driveway had been constructed:
(1) the road ditch in front of their property could be dug out at their expense to allow the water to flow north until it reached the same ditch it had previously been going into which is located on the Bradley Prentice property.
(2) they could install a culvert under their driveway of sufficient capacity to handle the water that originally flowed in the ditch located on their property.
Roger Perret offered to put a solid tile in the location of the present water course to allow the drainage of water through his property. Chairman Smith had a concern about this tile freezing in the winter or spring and causing a backup of water next to or over Elm Road. There was a suggestion that installing eight-inch tiling between the two properties be done and also having a surface outlet installed could prevent the freezing problem.
The final consensus was that Roger Perret is to contact John Downey and if Perret’s proposal to place a tile on his property to allow the water to get away from the Downey property was satisfactory with Downey, that there be a written agreement regarding this. The agreement would also state that if the placement of tile as proposed by Perret was not sufficient and drainage problems occurred in the future, Perret would have to remedy the drainage problem.
The town would need to have a copy of this agreement before a building permit would be issued for a home on the property.
The meeting was closed at 2:00 p.m.
