Call to Order/Roll
Call/Verification of Meeting Notice: Chairman Smith called the meeting to order at
6:30 p.m. Roll call showed all
officials were present. It was verified
with Clerk Powers that proper posting of the meeting had been done. The agenda was posted on the afternoon of
August 10, 2007 and also faxed to the Shawano Leader on August 11th.
Approval or Modification of
Agenda: MOTION (Powers/Lewis/PASSED) to
approve the agenda as posted.
Approval of Prior Town Board Minutes: MOTION (Powers/Lewis/PASSED) to approve the
minutes of the regular town board meeting of July 9, 2007, and the two special
meetings held on July 10, 2007 and July 30, 2007.
Approval of Treasurer’s Monthly Report: The
Treasurer’s report was presented to the board by Treasurer Matuszak showing
balances as of July 31, 2007 of
$116,214.53 at the Citizens Bank in Pulaski and $119,730.22 at the
Premier Bank in Pulaski. The CD
reserved for the town hall addition and renovation was cashed in and an amount of $67,794.24 was deposited in the
Premier Money Market Account on August 1, 2007 where there is an interest rate
of 4.5%. MOTION
(Lewis/Powers/PASSED) to approve the Treasurer’s report as presented.
Correspondence: Correspondence
reviewed was (1) letter from Shawano County Planning and Development regarding
interpretation of A-290 zoning district accessory structure setback (2) notice
of 8/2/07 cancellation of Business
Owners Policy and 8/8/07 notice of reinstatement of that policy (3) copy of the
recommended Village of Pulaski Comprehensive Plan (4) copy of the reclamation
plan for Performance Excavating, Inc. (5) estimate of January 1, 2007
population estimate of 1,749 from State Demographic Services (6) 5 Shawano
County land-use permits issued for property in the town (7) notices of meetings
of Shawano County PD&Z, Land Conservation Committees and Board of
Adjustment (8) brochure regarding Budgeting and Community Growth Workshops for
new and continuing town officials from Community Development Educator (9)

Reports from Town
Officers: Supervisor Lewis reported (1) he had worked with a property owner
on Elm Road and a six-foot extension was added to the driveway’s culvert to
conform to the specified length of the town’s driveway/culvert ordinance (2) he had worked with Dale Marks and got
rid of the used culvert pipes being stored in back of the town hall and
received a check of $76.30 for disposal of the pipes (3) a property owner at
N4877 Green Valley Road was requesting an additional driveway and was asking
permission to grade down the slope to the road (4) received calls regarding a
vision problem at the intersection of Green Valley Road and STH-160 because of
a highway sign to the east of the intersection and (5) a request for a culvert
permit for property on Hillside Drive which was for a culvert across the
drainage ditch and which would be on private property. Lewis will be referring the party to the DNR
in regard to obtaining a culvert
Supervisor Powers reported
(1) he had talked to John Gutho of the Shawano County Sheriff Department and
the ordinance in regard to the new 911 flag-style numbers will be coming to the
County Board Meeting in August for approval (2) the County Board approved the
zone change for Performance Auto but denied the request by the town to waive
the hearing fees (3) had been in contact with the owner of the property at the
intersection of County Road S and County Road C and the owner informed him that
he would be having his crew out in the next week to get the sides of the
building on and get the sand pile moved inside (4) a request by a parishioner
of the Angelica Methodist Church to plow out the church’s parking lot and (5)
issues the County Board is presently involved in, namely: doing a ten-year plan on needs of the
departments in the Court House, operation of the Maple Lane Health Care Center, the Historical Society’s request to
add on to its facilities at its present location and a suggestion to move them
to the Miehlke Theater location, and (6) checking out the cost of blacktopping
by the County Highway Department versus a private firm.
Chairman Smith reported
(1) N.E.W. Para-Medic Rescue Squad had 43 runs in the past month and none were
in the Town of Angelica; sales are up and expenses down resulting in the
organization being just $500.00 in the red; the Junior EMS program will be
starting in September; and ice/water rescue training is presently on hold until
liability insurance issues can be resolved (2) the Pulaski Tri-County Fire
Department has 40 members and they are looking for more applicants; there were
no fire runs for the Town of Angelica in the past month; are waiting to hear
regarding a DNR grant; have set up a committee to work with the consultant
recently hired and the Fire Chief informing the board of the need for a new
pumper and new ladder truck for the Fire Department.
Clerk Powers reported
(1) updating of plan by Nordin & Associates for the town hall addition (2)
receiving notice from the DNR regarding illegal burning by a business in the
town, and (3) town building permits issued in the past month.
Report from Town Planning
Committee Chairman: Chairman Richard Ferfecki reported he had approved
three CSM’s for property in the town.
Public Comments: MOTION (Lewis/Powers/PASSED) to open the meeting up to public comments. Jeff O’Harrow brought up vision problems because of brush at the intersection of Angelica Street and Green Valley Road, Town Line and County C and Nichols and County C; inquired as to what was going to be happening regarding Carroll Road, if it would be built to handle heavy truck traffic and if the “kink” was going to be taken out of the road where it connects with Carroll Road in the Town of Green Valley. Elmer Kraning had questions in regard to the cutting of brush on Hill Road and the corner of Hickory Drive and Dump Road. Richard Ferfecki mentioned a need for maintenance at the Krakow Park pavilion in regard to an accumulation of cobwebs and fly dirt in the pavilion. Mike Druckrey approached Supervisor Powers and asked for Powers involvement as a County Board member in helping him regarding a public records request he had made to the Shawano County Planning & Development Department in March of 2006 and April of 2007. MOTION (Lewis/Powers/PASSED) to close the public comment portion of the meeting.
Specific
Matters for Discussion and Possible Action by Town Board in Open Session:
New Business:
a.
There was discussion as to what the town’s policy should be in regard
to returning rental fees for both the town hall and the Krakow Park pavilion
when a resident cancels out on using the facilities. A town resident has recently asked for a return of the pavilion
fee when they were unable to use the pavilion on the date reserved for
them. MOTION (Lewis/Powers/PASSED)
that it be the town’s policy to refund
one hundred per cent of the rental fee for both the town hall and the
park pavilion if the request is made ten days prior to the date reserved and no
refund will be given if notified less than ten days prior to the date reserved
b.
There was discussion regarding proposed amendments to the town’s
Driveway/Culvert Ordinance that included adding to the ordinance: (1) Only one driveway will be allowed per
parcel. A request for an additional driveway
can be made to the Town of Angelica Board of Supervisors and will be handled on
a case-by-case basis (2) Any damage done to a town road during construction
work involving a driveway or buildings will be the responsibility of the
property owner or contractor. The type
of repair work to be done and cost to be borne by the property owner/contractor
will be the decision of the Town of Angelica Road Superintendent/Town of
Angelica Chairman (3) The culvert pipe must be placed in the ditch so as not to
obstruct the water flow and (4) Culvert end pans must be placed on each end of
the culvert and the maximum length dimension for culverts be changed from 35
feet to 36 feet. MOTION
(Lewis/Powers/PASSED UNANIMOUSLY) to approve Ordinance 8-13-07 which amends
the town’s Driveway/Culvert Ordinance 7-11-05 as drafted.
c.
There was discussion regarding sending out requests for proposals on
2008 revaluation of property assessments.
The Clerk was directed to send out letters requesting two proposals for
2008 revaluation of property assessments and in addition asking for the
proposals to include Maintenance Work for the years 2009 and 2010.
d.
There was discussion regarding participating in the LUCA (Local Update
of Census Addresses) Program. The clerk
was instructed to check with the Shawano County Clerk to see how involved the
County plans to be in the LUCA program regarding the 911 addresses and changes
to the LUCA address listings.
e.
It was the general consensus of the board to move ahead with
installation of the new flag-type address signs immediately after the Shawano
County Board approves their ordinance and the exact requirements of the
ordinance are known. The clerk was
instructed to contact Lange Enterprises to give them details on number of signs
and exact dimensions in order to obtain a more accurate quote on material and
installation costs.
f.
Applications for Operator’s Licenses received from Kimberly S. Morrison
and Veronica L. Rotter were reviewed by the town board. MOTION (Lewis/Powers/PASSED) to
approve the two applications as presented to the board.
Specific Town Board
Notice and Agenda for Upcoming Town Board Meeting: The next town board
meeting is scheduled for Monday, September 10, 2007 at 6:30 p.m. Agenda items suggested were reviewing
proposals for the 2008 Assessment Revaluation and installation of new 911
flag-style signs.
Voucher Listing/Payment
of Bills: MOTION (Lewis/Powers/PASSED) to approve payment of vouchers V-3764 through
V-3797.
Adjournment: MOTION (Powers/Lewis/PASSED) to adjourn
the meeting. The meeting was adjourned at 9:05 p.m.
