Monthly Meeting

March 10, 2008

 

Town Officials Present:   Chairman, Richard Smith, Supervisors Clifford Powers and Wilbert Lewis,

     Treasurer Lisa Mauszak and Clerk, Janet Powers

Town Officials Absent:    None

Others Present:                 Rick Demeuse, Elmer Kraning, Jeff O’Harrow, Ronald Banaszynski and Elmer Naumann

 

Call to Order/Roll Call/Verification of Meeting Notice:  Chairman Smith called the meeting to order at 6:30 p.m..  It was verified with Clerk Powers that proper posting of the meeting had been done.  The agenda was posted on the afternoon of March 7, 2008 and also faxed to the Shawano Leader on March 7th.

 

Approval or Modification of Agenda:   MOTION (Powers/Lewis/PASSED) to approve the agenda as posted.

 

Approval of Prior Town Board Minutes:  MOTION (Lewis/Powers/PASSED) to approve the minutes of the regular town board meeting of February 11, 2008. 

 

Approval of Treasurer’s Monthly Report:  The Treasurer’s report was presented to the board by Treasurer Matuszak showing balances as of February 29, 2008 of $9,328.11 at Citizens Bank in Pulaski and $280,457.03 at Premier Bank in Pulaski.   MOTION (Lewis/Powers/PASSED) to approve the Treasurer’s report as presented.  

 

Correspondence:  Correspondence reviewed was (1) letter from the Steffens in regard to widening and improving Hill Drive (2) DNR notice of approval of a permit for grading one acre or more on the bank of the Pensaukee River on Church Drive (3) DNR notice regarding land in the town that is enrolled in Forest Crop Law or Managed Forest Law (4) two county land-use permits for a pond on County Road S and a single family dwelling on Hill Drive (5) notices of meetings of the Shawano County PD&Z, Land Conservation Committees and Board of Adjustment (6) notice of WeEnergies community information meeting set for March 18th (7) bank statement showing funds for the Angelica Hillside Cemetery Association and (8) DOA Local Government Report, notice of WisLine Teleconference Series regarding Open Government and Parliamentary Procedure and American Transmission Company up-date on the transmission line project. 

 

Reports from Town Officers:  Supervisor Lewis reported he had issued a driveway permit for Rick Demuese on County Road S and on various calls he had received regarding road issues.

 

Supervisor Powers reported that the County Board had approved spending over $760,000 because of a two-year fund shortfall at the Maple Lane Nursing Home and that he had voted against it.  Powers also reported that the Town of Angelica will be hosting the May 22nd Wisconsin Towns Association unit meeting and recommended inviting the Shawano County District Attorney and Sheriff as speakers for the meeting.

Chairman Smith reported (1) N.E.W. Para-Medic Squad had 35 runs in the past month with 2 runs for the Town of Angelica ~ the General Fund is at $6,585.18 and the Equipment fund at $58,230.96. ~ the department will be going to electronic reporting with the help of State funding ~ a N.E.W. first responder, Tom Sundstrom, has received the Star of Life plaque from Governor Doyle ~ they had discussion regarding handling emergency calls in the middle of a snow storm  (2) the Fire Department now has 38 members   There were 15 runs to date in 2008 with 1 being to the Town of Angelica ~ the balance of the General Fund is $40,208.86, Vehicle Fund is $81,634.44 and Camera Fund is $12,752.39 ~ a grant application in the amount of $80,000 has been submitted to FEMA for 44 sets of turn-out gear for the firemen and a grant application has been submitted to P & G for a utility shed ~ the fire department has purchased a new camera and Smith gave the board members a report of the Pulaski Tri-County Fire Department Fire Protection Cost Summary for 2007.

 

Report from Town Planning Committee Chairman:  Town of Angelica Planning Committee Chairman Richard Ferfecki was not present at the meeting.

 

Public Comments:  MOTION (Powers/Lewis/PASSED) to open the meeting up to public comments.  Elmer Naumann had concerns about water drainage on his property and Chairman Smith informed him that county highway personnel and he would meet with Naumann when the water starts draining.  Jeff O’Harrow commented on the costs of reconstruction of Carroll Road in the Town of Green Valley and using an engineer for the project and recommended the town use the Shawano County Engineer when reconstructing roads.  Elmer Kraning pointed out a crack in the new ceiling of the town hall.   MOTION (Lewis/Powers/PASSED) to close the Public Comments portion of the meeting.

 

Specific Matters for Discussion and Possible Action by Town Board in Open Session: 

 

New Business:  

 

a.       Rick Demuese was present in regard to his request No. CU-1-08 to construct a pond at W2212 County Road S.  Demuese showed the town board a diagram of placement of the pond which is planned to be used for geo-thermal heating and cooling of his home and also for aesthetic purposes.  Demuese stated the pond could be 15 feet deep in order to maintain a constant water depth of at least 8 feet.  If the pond wouldn’t fill to expectations it would be filled in and he would use another means of geo-thermal heating and a well would not be drilled in order to fill the pond.  Demuese also mentioned using sump pump water and surface water as a means of adding water to the pond and was told to check with the DNR as to whether or not this could be done.  Demuese was informed that the town’s Pond Ordinance requires a berm of not less than eighteen inches to encircle the entire pond.  There was also discussion regarding the driveway width and having a turn-around at the end of the driveway.  MOTION (Lewis/Powers/PASSED) to grant approval to CU-08 to construct a pond at W2212 County Road S with the conditions recommended by the Town of Angelica Planning Committee.

 

b.       There was discussion regarding having the Krakow Advancement Association being more involved in the maintenance and renting out of the town park in Krakow.  It was recommended that the board contact the Association to discuss this further.

 

c.       Two bids were received for cutting and trimming of grass at the town hall and the town park in Krakow.  MOTION (Lewis/Powers/PASSED) to accept the low bids from Schwartz Lawn Cutting in the amounts of $30.00 per cutting at the town hall and $85.00 per cutting at the town park.

 

d.       Inasmuch as Chester Siolka was not present there was no discussion or action regarding the driveway installed on Elm Road.

 

e.        A draft of the March newsletter to go out with the annual financial statement was given the board and reviewed.

 

Specific Town Board Notice and Agenda for Upcoming Town Board Meeting:  The next town board meeting is scheduled for Monday, April 14, 2008.   That meeting will be after the Annual Town Meeting which is scheduled for 7:30 p.m. on Tuesday, April 8, 2008.

 

Voucher Listing/Payment of Bills: Supervisor Powers brought up a comparison of what the town is paying for snow removal on the east portion of the town compared to what they are paying the county to do the western portion of the town and recommended checking this out further before plowing starts next winter.   MOTION (Lewis/Powers/PASSED) to approve payment of vouchers V-4022 through V-4072. 

 

Adjournment:  MOTION (Powers/Lewis/PASSED) to adjourn the meeting. The meeting was adjourned at 9:15 p.m.
