Monthly Meeting

May 12, 2008

 

Town Officials Present:   Chairman, Richard Smith, Supervisors Clifford Powers and Wilbert Lewis,

Town Officials Absent:    None

Others Present:                 Town of Angelica Planning Committee Chairman Richard Ferfecki, Ronald Banaszynski and Elmer Kraning

 

Call to Order/Roll Call/Verification of Meeting Notice:  Chairman Smith called the meeting to order at 6:35 p.m..  It was verified with Clerk Powers that proper posting of the meeting had been done.  The agenda was posted on the afternoon of May 9, 2008 and also faxed to the Shawano Leader on May 9th.

 

Approval or Modification of Agenda:   MOTION (Lewis/Powers/PASSED) to approve the agenda as posted.

 

Approval of Prior Town Board Minutes:  MOTION (Lewis/Powers/PASSED) to approve the minutes of the regular town board meeting of April 14, 2008 and informational meeting of April 24, 2008. 

 

Approval of Treasurer’s Monthly Report:  The Treasurer’s report was presented to the board by Treasurer Matuszak showing balances as of April 30, 2008 of $2,293.50 at the Citizens Bank in Pulaski and $231,669.05 at the Premier Bank in Pulaski.   MOTION (Powers/Lewis/PASSED) to approve the Treasurer’s report as presented.  

 

Correspondence:  Correspondence reviewed was (1) letter from Shawano County Humane Society with the annual dog license apportionment  (2) e-mail from Tom Gwidt informing the town he had returned the park keys to Steve Effert (3) copies of five Shawano County land-use permit issued for property in the town, and (4) notices of meetings for the Shawano County Board of Adjustment, Land Conservation and Planning, Development & Zoning Committees.

 

Reports from Town Officers:  Supervisor Lewis reported (1) he had issued a culvert permit to Tim Grygiel on Deer Drive and a permit to John Socha to extend his culvert up to 40 feet (2) receiving a call regarding a house trailer being brought in on property on Deer Drive and (3) his attendance at the informational meeting called for Shawano County Property owners by the Realtor’s Association.

 

Supervisor Powers reported that (1) chairs, flags for the meeting room and hall, and a carpet mat for the hall had been ordered and he is getting estimates for installing valances on the hall windows (2) had received a call from a property owner regarding moving in a metal building to replace a storage barn that had blown down.  It was suggested that he contact Shawano County Planning & Zoning to determine what permits would be needed, and (3) had talked to the owner of the business at the intersection of County C and County S in regard to the pile of broken concrete on the property and was told it would either be used for a ramp or would be moved out by July.

 

Chairman Smith reported (1) N.E.W. Para-Medic Squad had a slow month with just 27 runs and 1 run in the Town of Angelica.  At the end of March the Squad is $12,522.95 ahead of budget and there were balances of $4,667.92 in the general fund and $66,302.46 in the equipment fund.  (2) the Fire Department now has 39 members.  There have been 30 runs to date with 2 runs being in the Town of Angelica.  Fund balances were $53,934.75 in the check book, $96,968.24 in the vehicle fund and $2,046.06 in the camera fund after the purchase of a camera.  About twenty members of the fire department attended a live burn in Bonduel for training in fighting fires inside of a building.  On May 18th there will be an open house at the Fire Department. (3) a concern about garbage stickers being sold for more than the set price of seventy-five cents per sticker (4) a concern he had with work not being done by the road sign/maintenance person regarding getting “stop ahead” signs replaced and getting the pot holes taken care of as that person was asked to do at the April town board meeting and he had put up the “stop ahead” sign on Middle Drive on a Sunday afternoon after receiving several phone calls regarding the sign.  It was the general consensus of the board that all road signs are to be repaired or replaced just as soon as possible after being notified the signs are down or damaged, and (5) checking on funds that are available now and possibly doing blacktopping on Elm and Maple earlier than planned.

 

Clerk Powers reported (1) Lange Enterprises are starting production of the new flag-style 911 numbers for the town (2) receiving a e-mail request to obtain a fireworks permit and having informed the requestor that the town does not have an ordinance in place that would allow the issuance of a fireworks permit. (3) gave the board a copy of building permits issued this year to date and copies of the ledger sheets pertaining to road expenses to date.

 

Report from Town Planning Committee Chairman:  Town of Angelica Planning Committee Chairman Richard Ferfecki was present and reported on his attendance at the informational meeting called by the Realtors Association regarding the Comprehensive Plans being done by various towns in Shawano County.  Ferfecki also outlined the progress of the town’s Comprehensive Plan and what resolutions and ordinances will have to be approved in accordance with the “implementation” portion of the Comprehensive Plan.  Ferfecki also asked that a “right to farm” clause be included in a town ordinance which provides for the town giving notice of the “right to farm” when issuing building permits for new homes in the town.

 

Public Comments:  MOTION (Powers/Lewis/PASSED) to open the meeting up to public comments.   There was a question as to the progress on cleaning up the dilapidated buildings in Krakow.  The town board will have this and possible use of the State Statute razing laws on the June town board agenda.  MOTION (Lewis/Powers/PASSED) to close the public comment portion of the meeting.

 

Specific Matters for Discussion and Possible Action by Town Board in Open Session: 

 

New Business:  

 

a.        A draft of a revision to Ordinance 5-13-02B in which two new people were named as alternates to serve as board of review members, namely Richard Ferfecki and James Bleick as Alternate 1 and Alternate 2, was reviewed.    MOTION (Powers/Lewis/PASSED) to approve the amendment to Ordinance 5-13-02B in which Richard Ferfecki and James Bleick replace the previously named alternates of Richard Smith and Robert Ripley.

 

b.       An application for an Operator’s License from Candy A. Cleve was reviewed.  MOTION (Lewis/Powers/PASSED) to approve granting an Operator’s License to Candy A. Cleve.

 

c.       MOTION (Powers/Lewis/PASSED) to approve a Request for Bridge Inspection to the Shawano County Highway Department to inspect the town’s bridges as required by Wisconsin Statute 84.17 (3).

 

d.      A draft of a revision to Ordinance 11-10-02 ~ Fire Cost/Alarm Response Reimbursement in which Section 5 FEES is changed to read:  “a. The Town of Angelica shall charge the property owner or resident, and the property owner or resident shall pay the Town, the actual cost incurred by the Town for fire protection and/or alarm responses as billed to the town by the Pulaski Tri-County Fire Department, Inc.”.    MOTION (Lewis/Powers/PASSED UNANIMOUSLY) to revise Ordinance No. 11-10-03 to read that a property owner or resident shall pay the Town, the actual cost incurred by the Town for fire protection and/or alarm responses as billed to the town by the Pulaski Tri-County Fire Department, Inc.

 

e.       There was discussion on what roads should be considered for reconstruction in 2009.  Because of the delay the town is experiencing this year in utilities moving the electric poles/lines on Carroll Road it was the general consensus to consider reconstructing one mile of Town Line Road going in west from State Highway 32 to Green Valley Road and to reconstruct one mile of Green Valley Road from the point where it narrows north to Cuba Drive and to get requests for movement of electric and telephone lines in to the utility companies so as not to hold up the planned reconstruction work in 2009.

 

Specific Town Board Notice and Agenda for Upcoming Town Board Meeting:  The next town board meeting is scheduled for Monday, June 9, 2008.   Review of the state statutes regarding razing of buildings as it could pertain to dilapidated buildings in the town will be an agenda item for that meeting.

 

Voucher Listing/Payment of Bills:  MOTION (Lewis/Powers/PASSED) to approve payment of vouchers V-4125 through V-4150. 

 

Adjournment:  MOTION (Powers/Lewis/PASSED) to adjourn the meeting. The meeting was adjourned at 9:05 p.m.
