Call to
Order/Roll Call/Verification of Meeting Notice:
Chairman Smith called
the meeting to order at 6:30 p.m.. It was verified with Clerk Powers that proper
posting of the meeting had been done.
The agenda was posted on the afternoon of October 10, 2008 and also
faxed to the Shawano Leader on Friday, October 10 by Clerk Powers.
Approval or
Modification of Agenda: MOTION (Lewis/Smith/PASSED) to approve
the agenda as posted.
Approval of Prior Town Board
Minutes: MOTION (Lewis/Smith/PASSED) to approve the minutes of the regular town board meeting of September
15, 2008 and Board of Review Meeting of October 2, 2008.
Approval of Treasurer’s Monthly Report:
The Treasurer’s report was presented to the
board by Treasurer Matuszak showing balances as of September 30, 2008 of
$28,415.06 at the Citizens Bank in Pulaski and $41,928.09 at the Premier Bank
in Pulaski. MOTION
(Smith/Lewis/PASSED) to approve the Treasurer’s report as presented.
Correspondence: Correspondence
reviewed was (1) a “thank you” from Cliff Powers (2) inquiry from Proscape Lawncare regarding
plowing of snow in the town (3) notices from the D.O.T., D.O.R. and D.O.A.
regarding 2009 Transportation Aids, balance of 2008 shared revenue to be paid
in November and final estimate of the January 1, 2008 population of the town
(4) letter from Wis. Dept. of Commerce regarding providing municipal UDC
enforcement (5) notice of upcoming open houses on the Shawano County Comprehensive
Plan (6) notices of meetings held by the Shawano County PD&Z, Land
Conservation Committees and Board of Adjustment (7) land use permits issued for
property in the town during the past month (8) notice of Public Service
Commission public hearing regarding its Strategic Energy Assessment (9) notice
from WeEnergies regarding upgrading existing electric
meters and (10) Summer of 2008 Recycling News from the D.N.R.
Reports
from Town Officers: Supervisor Lewis reported on his attendance at
the WTA Convention and workshops and informative discussions regarding wind
energy, heath care, evasive weed control and farmland
preservation.
Chairman Smith reported
(1) N.E.W. Para-Medic Squad had 49 runs in August with 14 being no transports
and having 5 runs for the Town of Angelica.
At the end of August the Squad is $21,392.13 to the good and there is
$4,872.37 in the general fund with $2,290.15 of that being for 1st
Responders, $65,664.12 in the equipment fund and $1,867.45 in the building
fund. Donations of $120.00 from the Shawano Fair for appreciation of 1st
Responders being at the fairgrounds and an anonymous donation of $2,000.00 from
a resident of Pittsfield for the 1st Responders fund were
received. The per capita charge for 2009
will be $16.34 per capita. (2) Fire Department year to date runs at the end
of August total
60 runs with 3 runs being in the Town of Angelica for the month of August. The department’s application of a FEMA Grant
was denied. Helmets for the firemen have
to be replaced at an estimated cost of $7,200.00. There has to be an increase in the 2009
budget because of required training, compensation of officers, payroll taxes,
the need for all the firemen to have physicals and replacement of turn-out gear
as recommended in the recent Roemer report regarding operation of the Fire
Department. (3) he had contacted
Craig Montour in regard to putting in a holding tank at the town hall and will
check out if a 2,500 gallon tank has to be put in or if a smaller one could be
installed. (4) the
tire pickup day at the town hall on October 11th went well and the
town should have 300 to 350 tires for pickup by Keweenaw Scrap Tire &
Metal. (5) several complaints about a
dog roaming an area near Beech Drive because the owner would not tie up the dog
and the dog killing a neighbor’s chickens.
Also he had been contacted by a gutter service company as to why an
advertising sign on an old unlicensed truck parked in a field on County Road C
by a competitor was being allowed.
Clerk Powers reported on
building permits issued year to date and gave the board a copy of the ledger
sheet pertaining to road expenses to date.
Report
from Town Planning Committee Chairman: Inasmuch as the Town of Angelica Planning Committee
did not have any meetings in the month of September, Chairman Richard Ferfecki was not present at this meeting.
Public Comments: MOTION (Lewis/Smith/PASSED) to open the meeting up to public comments. Elmer Kraning brought to the board’s attention that the power was out on Middle Drive recently because a tractor was plowing in the road ditch, hooked an electric power line and disrupted service. There was a suggestion that it be included in the town’s upcoming newsletter that no tilling or planting of crops is to be done within 33 feet from the center of the road and if crops are within the road right of way, they will be removed at the property owner’s expense. MOTION (Lewis/Smith/PASSED) to close the Public Comments portion of the meeting.
The board deviated from the agenda to pay
the monthly bills in order that the Treasurer could leave early.
Voucher
Listing/Payment of Bills: MOTION (Smith/Lewis/PASSED) to approve payment of vouchers V-4292
through V-4321.
Specific
Matters for Discussion and Possible Action by Town Board in Open Session:
New Business:
a.
Applications for operator’s licenses from Geralynn M. Hansen, Cassie J. Sagen
and Shane T. Gardner were reviewed. All
fees were paid. MOTION (Lewis/Smith/PASSED) to approve the applications as
presented.
b.
There was discussion regarding
the 2009 town budget. The Clerk gave the
board the Road Maintenance/Construction portion of the budget. Other sections of the budget are held up until
the shared revenue payment for the town is determined, the Fire Department
Budget is known and what the fee will be for installation of the new flag-style
911 numbers. A special meeting between
the town board and the clerk will be held as soon as all the information is
received.
c.
The town board reviewed a draft of an ordinance to recreate the Town of
Angelica Plan Commission because Ordinance 7-9-07, Section 5:00 TERMS OF
OFFICE, NO. B stated “The Term of Office for citizens members of the Plan Commission
shall be for the period of time in which a Comprehensive Plan is developed and
presented to the Town of Angelica Board of Supervisors for approval. Suggestions were made regarding the duties
of the Plan Commission and a revised draft will be brought to the November 10,
2008 town board meeting for review and possible adoption.
Specific
Town Board Notice and Agenda for Upcoming Town Board Meeting: The
next town board meeting is scheduled for Monday, November 10, 2008. Possible agenda items for that meeting are
as follows: Appointment of a new
commissioner for the Krakow Sanitary District – Ordinance recreating a Town of
Angelica Planning Commission – review of fees charged by the town – approval of
a bond resolution for collection of 2008 taxes by the treasurer - quotes for
snow plowing for the town – the 2009 Town Budget.
Adjournment: MOTION (Lewis/Smith/PASSED) to adjourn
the meeting. The meeting was adjourned at 8:05 p.m.
