Monthly Meeting

August 10, 2009

 

Town Officials Present:   Chairman, Richard Smith, Supervisors Wilbert Lewis and Greg P. Van Asten,

Town Officials Absent:    None

Others Present:                 Planning Commission Chairman Richard Ferfecki, Shawano County Board Supervisor Cliff Powers, Harold Blazei, Susan Promprowitz, Brian Eckberg, Ronald Banaszynski, James Mills and Elmer Kraning

 

Call to Order/Roll Call/Verification of Meeting Notice:  Chairman Smith called the meeting to order at 6:30 p.m.  The agenda was posted the afternoon of Friday, August 7, 2009; put on the town website and also e-mailed to the Shawano Leader on August 7th.

 

Approval or Modification of Agenda:   MOTION (Lewis/Van Asten/PASSED) to approve the agenda as posted.

 

Approval of Prior Town Board Minutes:  MOTION (Lewis/Van Asten/PASSED) to approve the minutes of the regular town board meeting of July 13, 2009, the 2st session of Board of Review on July 27, 2009, and the special town board meeting of July 28, 2009.   

 

Approval of Treasurer’s Monthly Report:  The Treasurer’s report was presented to the board by Treasurer Matuszak showing balances as of July 31, 2009 of $42,631.73 at the Citizens Bank in Pulaski and $210,101.95 at the Premier Bank in Pulaski.   MOTION (Lewis/Van Asten/PASSED) to approve the Treasurer’s report as presented.  

 

Correspondence:  Correspondence reviewed was (1) Notice of Circumstances Giving Rise to Claim and Claim from a property owner on Maple Road (2) County Quarterly Notification of Farmland Preservation (3) four County-issued land-use permits for property in the town (4) notice of PD&Z Committee meeting (5) copy of Angelica Hillside Cemetery Association bank statement (6) reclamation plan for Maroszek Excavating (Kolodziej Facility) (7) Reclamation Plan Review Checklist for Performance Excavating and (8) Oconto County’s Comprehensive Plan.

 

Reports from Town Officers:  Supervisor Lewis reported (1) attendance at the Krakow Sanitary District Open House (2) pot holes that should be taken care of on Hillside Drive (3) having talked to the Sanitary District President and it was confirmed there is no sewer connection for the Ahlswede out building in Krakow.  Supervisor Van Asten reported (1) attendance at the Krakow Sanitary District Open House (2) that the tire tracks at the Krakow Park had been filled in but did not appear to be seeded down (3) he had purchased a post driver for use in putting up 911 signs.

 

Chairman Smith reported (1) there was no N.E.W. Para-Medic Squad meeting in July (2) the Fire Department has 44 members.  For the year to date there have been 49 runs with 7 runs being in Angelica compared to a total of 43 runs last year, the new ladder truck is on site and is certified and should be in service in about one month.  The pumper truck is certified and Engines Nos. 1 and 2 have been checked.  Shawano County fire chiefs had a meeting in Pulaski.  The Tri-County Fire Department and N.E.W. Para-Medic Squad will be working on better coordination at accidents.  The WRIT equipment is now estimated to cost $1,300.00 versus previous estimates of $1,600.00 to $1,700.00, and there will be a special Tri-County Fire Department board meeting in regard to a proposed addition to the fire department building (3) Jackie Foster started the reconstruction work on Carroll Road today, August 10th,  (4) he had met with a representative from Oconto Electric Cooperative regarding moving the poles on Town Line Road and was informed that the Coop  had easements for the three poles and there would be a charge to the town to have these poles moved, and (4) he had contacted Greg Montour in regard to installing the holding tank for the town hall and this should be taken care of in September.  Clerk Powers gave the board a listing of building permits issued since the first of the year and a copy of ledger pages pertaining to Public Works – General Expense and Public Works – Construction for the year to date.

 

Report from Town Planning Commission Chairman:  Richard Ferfecki , Chairman of the Town of Angelica Planning Commission was present and reported (1) he had attended the July 20th meeting of the advisory board and some issues that were discussed were minimizing the zoning districts in the new code and getting down to three or four zones, the Working Lands Initiative putting the A-290 Zone in jeopardy and that the Farm Bureau has worked on getting that portion repealed, a restriction of only four homes for every 35 acres in the Working Lands Initiative and encouraged the town to write letters to our representatives concerning this (2) the towns have twelve months to adopt the County Comprehensive Plan or go on their own (3) there has been a suggestion to change the present method for people to obtain conditional use permits by eliminating hearings at the town and county level and going directly to the Shawano County Board for approval, and  (4) the next advisory meeting regarding the zoning ordinance will be held on August 27th.  A plaque stating the Town of Angelica Mission Statement prepared by the Planning Commission that is to be hung in the town hall was given to Ferfecki.

 

Report from County Board Supervisor District No. 12:  County Supervisor Cliff Powers was present and reported on the continuous deficits that the Maple Lane Health Facility is incurring.  Because of this, at the last County Board Meeting it was voted to have a referendum put to voters on September 22nd asking that Shawano County be allowed to exceed the levy limit and increase the levy for the next three fiscal years by a total of approximately 9.7% above the limit.  Another area that the county board is working on is the need in the justice center and jail for more security and a larger evidence room.

 

Public Comments:  MOTION (Van Asten/Lewis/PASSED) to open the meeting up to public comments.   Brian Eckberg had a concern about the number of logging trucks that are using Hillside Drive and the damage they are doing to the road and asked if those trucks could be kept off of that road and be required to use County Road S and County Road F instead.  Eckberg also had a question about the $10.00 fee to have septic tanks inspections filed with the County.  Elmer Kraning had a concern about the cutting of brush on Elm Road and Cuba Drive.   MOTION (Lewis/Van Asten/PASSED) to close the public comment portion of the meeting.

 

Specific Matters for Discussion and Possible Action by Town Board in Open Session: 

 

New Business:

 

a.       Harold Blazei, owner of the property located at N4843 Main Street in Krakow, was present and there was discussion with him regarding the condition of his property and also with the person who is interested in this property.  MOTION (Lewis/Van Asten/PASSED UNANIMOUSLY) to extend the time to the person interested in taking over the Blazei property at N4843 Main Street in Krakow in order to see if financing is available until the September 14, 2009 town board meeting.  If nothing is done in regard to taking over the Blazei property, Harold Blazei will have thirty days from September 14, 2009 to repair the building.  If no progress is made by that time, the matter will be turned over to Shawano County.

 

b.      Setting a date for a meeting with Town Line Road property owners will be held up until something is resolved in regard to movement of the electric poles on that road.

 

Specific Town Board Notice and Agenda for Upcoming Town Board Meeting:  The next town board meeting is scheduled for Monday, September 14, 2009.   The Blazei property will be agenda item for that meeting as well as the Claim from the property owner on Maple Road.

 

Voucher Listing/Payment of Bills:  MOTION (Van Asten/Lewis/PASSED) to approve payment of vouchers V-4675 through V-4700.  

 

Adjournment:  MOTION (Lewis/Van Asten/PASSED) to adjourn the meeting. The meeting was adjourned at 8:30 p.m.
