Special Meeting ~Town of Angelica Board of Supervisors      

February 23, 2009

 

Town Officials Present:          Chairman, Richard Smith, Supervisors Clifford Powers and Wilbert Lewis,

    and Clerk, Janet Powers

Town Officials Absent:          Treasurer Lisa Matuszak

Others Present:                     None

 

 

Call to Order/Roll Call/Verification of Meeting Notice:  Chairman Smith called the meeting to order at 9:30 a.m. followed by the Pledge of Allegiance.  All officers except the Treasurer were present for Roll Call.   [Clerk’s note:  Agenda for the meeting was posted at three places in the town on Friday, February 20, 2009 and also e-mailed to the SHAWANO LEADER on February 20, 2009]

 

PUBLIC COMMENTS:  There were no public comments.

 

Specific Matters for Discussion and Possible Action by Town Board in Open Session:

 

a.        Chairman Smith reported N.E.W. financials furnished at the January meeting were:  General Fund had $7,541.67 with $2,771.48 of it being for the 1st Responders and $531.10 for the Junior EMS.  The Equipment Fund had $66,028.83 with $1,867.45 for Building and Maintenance.  There will be approximately $18,555.63 of income over operating expenses at the end of the year.   In the future there will be a minimum charge of $90.00 for a call in which there is no transport.  The N.E.W. Board had discussion regarding giving back to N.E.W. the overage received at the end of the year and the Town of Maple Grove okayed giving back $1,500.00 of their apportionment with $1,000.00 going to the Equipment Fund and $500.00 going to Building & Maintenance.  MOTION (Smith/Lewis/PASSED UNANIMOUSLY) to give back to N.E.W. $1,500.00 of the overage apportionment the town will receive for the end of the year for the N.E.W. Equipment Fund and Building & Maintenance Fund providing all the other towns also do it.

 

b.      Chairman Smith reported on information received at the January Tri-County Fire Department Board Meeting.  There are presently 42 members with 3 additional people going for training and they will be confirmed soon.  The training is done at NWTC and after the required hours are done the person can be approved for membership in the Tri-County Fire Department fire fighters.  There were 97 runs

in 2008 with 15 runs being in the Town of Angelica.  Some of the Fire Department’s recent purchases were 17 turn out gear sets replacing those that are over ten-years old, 45 new helmets paid for with a DNR grant, 50 pairs of gloves paid for by fire fighters funds, 17 hoods paid for by a DNR grant and safety vests paid for by a donation from the Fire Blazers.  The town purchased two of these vests to be used by the road maintenance person or anybody else that is doing town work.  At the Fire Department Board meeting there was also discussion on the need for a new ladder truck.  There were problems in getting the extended ladder down in order that the truck could travel back to the fire department and also the ladder is not tall enough to reach certain buildings in Pulaski.  A proposal that came from that meeting to be discussed at the town board meetings was to take out a loan of $90,000.00 to purchase a used ladder truck and pay the loan back by taking one-half of the equipment fund payments each year for three years at which time the loan would be paid up.   MOTION (Powers/Lewis/PASSED UNANIMOUSLY) to have the Pulaski Tri-County Fire Department go ahead with borrowing funds to buy a new ladder truck with the provision that taking one-half of the annual equipment funds payments would pay back the loan in three years.

 

c.       Chairman Smith told the board that he has had calls from a property owner in Krakow with the complaint that a neighbor is continually pushing snow onto his property and in one instance it completely covered his 911 sign.  Smith talked to officer Wade Wudtke and was informed that no materials (including snow) can legally be put on another person’s property without their permission and that a citation could be issued for doing this.  It was suggested that a letter be written informing the property owner of the situation and requesting that snow no longer be pushed onto the neighbor’s property.
