Monthly Meeting

January 12, 2009

 

Town Officials Present:   Chairman, Richard Smith, Supervisors Cliff Powers and  Wilbert Lewis,

Town Officials Absent:    None

Others Present:                 Richard Ferfecki, Jeff O’Harrow, Greg Van Asten, Jr., Jason Ard and Elmer Kraning

 

Call to Order/Roll Call/Verification of Meeting Notice:  Chairman Smith called the meeting to order at 6:30 p.m..  It was verified with Clerk Powers that proper posting of the meeting had been done.  The agenda was posted on the morning of January 10, 2009 and also e-mailed to the Shawano Leader on Saturday, January 10, 2009 by Clerk Powers.

 

Approval or Modification of Agenda:   MOTION (Lewis/Powers/PASSED) to approve the agenda as posted.

 

Approval of Prior Town Board Minutes:  MOTION (Powers/Lewis/PASSED) to approve the minutes of the regular town board meeting of December 8, 2008. 

 

Approval of Treasurer’s Monthly Report:  The Treasurer’s report was presented to the board by Treasurer Matuszak showing balances as of December 31, 2008 of $69,486.55 at the Citizens Bank in Pulaski and $589,024.05 at the Premier Bank in Pulaski.   MOTION (Lewis/Powers/PASSED) to approve the Treasurer’s report as presented.  

 

Correspondence:  Correspondence reviewed was (1) DNR notification of conditional approvement of the Village of Pulaski Sewer Service Area (2) Farmland Preservation Quarterly Notification of Miscellaneous Files (3) Brochure on UW-Extension’s Teleconference series on local land use planning and zoning (4) notices of meetings of the Shawano County Board of Adjustment, Land Conservation and PD&Z Committee meetings (5) copy of bank statement for the Angelica Hillside Cemetery Association (6) Krakow Sanitary District January Newsletter and (7) copies of the Town of Washington Comprehensive Plan and the recommended Shawano County Comprehensive Plan as of 12/12/08.

 

Reports from Town Officers:  Supervisor Lewis reported on an accident on Green Valley Road, a call regarding ice on the roads and a question he had received about a culvert pipe installed on Middle Drive to a field and if it was installed when the road was done.  Lewis also reported on culvert lengths on the Culvert Permits he issued for Grygiel property and a dog situation in Krakow two summers ago where the dog owner had to pay $35.00 to get their dog back from the animal control person. 

 

Supervisor Powers reported that the Shawano County Highway Department feels they have enough salt for this winter season, the County Committees are now in the process of evaluation of department heads, the issue regarding deficits incurred by the Maple Lane facility and calls he received regarding plowing of town roads where he referred the parties to the Town Chairman.

 

Chairman Smith reported (1) the N.E.W. Para-Medic Squad has $5,450.24 in its General Fund with $2,771.48 for the 1st Responders and $531.10 for the Junior EMS program.  A check was received from WPS in the amount of two thousand dollars as a matching fund contribution and the rescue squad has purchased a stair chair to enable the responders to get patients down stairs rather than using a gurney.  The N.E.W.  board is considering implementing a charge for “no transport” calls and the Operating Budget had a surplus of $16,031.45 as of November 30, 2008.  (2) the Pulaski Tri County Fire Department did not have a meeting in December (3) a complaint he had received regarding the pushing of snow across the road on Willow Road and concern about a water issue in spring.  Smith reported that there is a state statute that does not allow the pushing of snow across roads by property owners but Shawano County isn’t enforcing it on the County Roads (4) a complaint from a property owner in Krakow that a neighbor is covering up his 911 number with snow (5)  he, Shawano County engineer Katy Schwartz and Jeff O’Harrow had gone over placement of culvert pipes and areas where the road should be cut down when reconstructing Carroll Road and (6) a deposition taken from him in Green Bay because there is a third party suit against the town in regard to the Cameron Wendt/Mark Mroczynski accident that occurred at the intersection of Middle Drive and Green Valley Road

 

Clerk Powers reported (1) nomination papers have been turned in and informed the board that there would be a primary involving the town because five people had turned in nomination papers for the two town board supervisor seats, those people being Greg Van Asten, Richie Ferfecki, Tom Gwidt, Wilbert Lewis and Cliff Powers.  Only the incumbents turned in nomination papers for Chairman, Treasurer and Clerk. (2) A notice was received from the Unemployment Compensation Board in which a town employee stated he was laid off because of lack of work and in which the Clerk replied to the notice stating the employee no longer worked for the town because the town asked for per-hour quotes regarding snowplowing and this person was not hired because he did not provide the low quote for doing the work.  (3) read a draft of a letter to the D.A. and Shawano County Sheriff Department regarding an ongoing problem of dogs running at large between Cedar Road and Beech Drive.

 

Report from Town Planning Committee Chairman:  The Town of Angelica Planning Commission did not have a meeting the first Tuesday of January and therefore the Planning Commission Chairman had nothing to report.

 

Public Comments:  MOTION (Powers/Lewis/PASSED) to open the meeting up to public comments.  Jason Ard’s concern regarding the reconstruction of Carroll Road was that the water gets back to the creek and culverts are wide enough.  Chairman Smith said that before the work is started he would meet with Jason Ard, Jeff O’Harrow and Steve Naumann and go over culvert placement and ditching of Carroll Road.     MOTION (Lewis/Powers/PASSED) to close the Public Comment portion of the meeting.

 

Specific Town Board Notice and Agenda for Upcoming Town Board Meeting:  The next town board meeting is scheduled for Monday, February 9, 2009.   The Treasurer expressed a need for a lap top computer having the tax collection program on it that can be taken to the town hall when collecting taxes and this will be an agenda item for the February meeting.  

 

Voucher Listing/Payment of Bills:    MOTION (Lewis/Powers/PASSED) to approve payment of vouchers V-4392 through V-4466. 

 

Adjournment:  MOTION (Powers/Lewis/PASSED) to adjourn the meeting. The meeting was adjourned at 7:55 p.m.
