TOWN OF ANGELICA
Annual Meeting
April 13, 2010
Chairman Richard Smith called the meeting to order at 7:30 p.m. followed by the Pledge of Allegiance.
Copies of the minutes of last year’s meeting were available to those present for review. MOTION (Wilbert Lewis/Noreen Smith/PASSED) to dispense with reading of the minutes of last year’s annual meeting.
MOTION (Greg VanAsten/Richie Ferfecki/PASSED) to accept the minutes of the April 14,
2009 annual meeting as presented.
Copies of the annual financial report for the year ending December 31, 2009 had previously been mailed to all town property owners and copies were available at this meeting. MOTION (Lisa Matuszak/Wilbert Lewis/PASSED) to dispense with the reading of the annual financial report. Chairman Smith asked if there were any questions in regard to the financial report. There were no comments or questions from those
present in regard to the 2009 Financial Report. NOTION (Richie Ferfecki/Greg VanAsten/PASSED) to
accept the 2009 Financial Report.
Randy Wicklacz, representing
the Pulaski Tri-County Fire Department, was present and gave a report on
activities of the Pulaski Tri-County Fire Department for 2009. They were a total of 102 fire runs with 13
runs for the Town of Angelica. The town’s portion of the cost of
operation of the department for 2009 which included operating fund, vehicle
fund payment, fire runs, and fire inspections, less the 2% fire Insurance
Rebate and fire run reimbursement received for the town was $40,170.48. A DNR Grant
received in 2009 was used to purchase radios and
pagers. Major equipment purchases were a
Used 85 ft. Platform Ladder truck built in 1990 and completely refurbished in
2000 and 2008 for $99,000.00. Also
purchased nine turnout gear as an ongoing yearly replacement process of
$12,060.00. They had all engine pumps
tested, redone, and hydro-tested all air systems for $15,500.00. They started a R.I.T. (Rapid Intervention Team)
and became a part of Eastern Shawano County R.I.T. Team. They became NIMS compliant for
vehicle/officer numbering and ICS 300-400 compliant. Also joined Brown County MABAS #112
Division. Communications/Radios/Pagers
are all Narrow band compliant for upcoming mandate for 2012. Projects planned for 2010 are to complete the
start up of MABAS divisions in Shawano and Oconto County. Complete the Ladder Truck and put in
service – projected cost to finish
$125,000-135,000 of which funds were used out of vehicle fund. Start and complete addition to station. Apply for the DNR FEMA, GP Bucket Brigade
Grants. Attempt to sell the existing
Ladder Truck and a 1986 Engine #2 and purchase a 6-man cab engine which will be
used for Mutual Aid responses. Implement,
along with NEW Rescue, a Highway Response Program for the safety of EMS,
Police, and Patients. Purchase eight
sets of turnout gear and redo HVAC system in station.
Richie Ferfecki, Chairman of
the Town of Angelica Planning Commission, gave a report on activities for
2009. Mr. Ferfecki
is on the Shawano County board for the comprehensive plan. The town has one year to decide to go with
the county zoning or stay on our own.
Key items were: (1) Future land
use (2) New Farmland Preservation (3)
New developed sites (ex. Signs, landscape, roads, etc.). Mr. Ferfecki stated
there is a County Zoning meeting on Thursday, April 22, 2010 at the Lessor Town Hall to go over the Zoning Code Re-write
process. All committee members are
encouraged to attend.
Cliff :Powers, County Board Supervisors for Ward 2 and
3, stated that Maple Lane sale will be finalized on April 30, 2010. The status of the Shawano County Courthouse
was also mentioned. Some concerned areas
are security and the size of the evidence room.
Tim Rodgers, representing N.E.W. Para-Medic Rescue,
Inc., was present and gave a report on 2009 activities of N.E.W. There were 448 responses in 2009 with 49 of
them being in the Town of Angelica.
Response time for the Angelica calls averaged 7:30 minutes. At this time there is one first responder
living in the Town of Angelica. At the
end of 2009 the Operating income was at a loss of $8,895.00. Tim mentioned that the loss was a result of
call numbers being down and collections were also down.
GENERAL DISCUSSION AND ACTION TOPICS:
Chairman Smith
stated that repair work was done by Shawano County to repair exploded blacktop
areas on Mile Dr. and Hickory Dr. These
roads will be looked at in 2010 along with two miles on Elm Rd. and one mile on
Deer Rd. They will finish the blacktop
on Carroll Road and Town Line. Re-construct
one mile on Green Valley Rd., re-shoulder existing roads, and consider brush
cutting. Chairman Smith expects a 15-
17% increase of blacktop cost for 2010.
Snow removal cost were down approximately $20,000 from 2009.
Town salaries were
addressed. Lisa Matuszak suggested a
salary increase for Chairman Smith to $11,250.00 MOTION (Richie Ferfecki/Lisa
Matuszak/PASSED) to raise Chairman Smith’s salary to $11,250.00.
Frank Maroszek brought up the issue of Shawano County Sanitation
System Checks. Chairman Smith stated
that Maple Grove was the first township on the east end of Shawano County that
the Sanitation
Checks were being
issued.
Chairman Smith
brought up the discussion from the April 12, 2010 monthly meeting pertaining to
road repair due to heavy truck. That
issue will be looked at in 2010.
Chairman Smith
stated that the 2011 Annual meeting will be held on the second Tuesday of April
(April 12, 2011).
MOTION (Wilbert Lewis/John Kielar/PASSED) to adjourn the meeting. The meeting was adjourned at 8:55 p.m. There were 11 residents in attendance and also one representative of the Tri-County Fire Department and N.E.W. Refreshments were served courtesy of the Town Officials.
