TOWN OF ANGELICA
Annual Meeting
April 12, 2011
Chairman Richard Smith called the meeting to order at 7:30 p.m. followed by the Pledge of Allegiance.
Copies of the minutes of last year’s meeting were available to those present for review. MOTION (Greg Van Asten/Wilbert Lewis/PASSED) to dispense with reading of the minutes of last year’s annual meeting. MOTION (Elmer Kraning/Eugene Rudzinski/PASSED) to approve the minutes of the April 13, 2010 annual meeting as presented.
Copies of the annual financial report for the year ending December 31, 2010 had previously been mailed to all town property owners and copies were available at this meeting. MOTION (Lisa Matuszak/Greg Van Asten/PASSED) to dispense with the reading of the annual financial report. Chairman Smith asked if there were any questions in regard to the financial report. Cathy Lasecki had a question in regard to what was included under Miscellaneous Road Maintenance and had another question as to the total of Supplies and Expenses for the Board, Clerk, Elections and Treasurer. MOTION (Eugene Rudzinski/Wilbert Lewis/PASSED) to accept the 2010 Financial Report as presented.
Randy Wicklacz,
representing the Pulaski Tri-County Fire Department, was present and gave a
report on activities of the Pulaski Tri-County Fire Department, Inc. for
2010. The department is looking for more
day-time volunteer members. There was a
total of 127 fire runs in 2010 with 10 runs for the Town of Angelica. The total operating cost for the Town of Angelica
was $27,904.84 which represents the amount paid to the Fire Department less
reimbursement for fire runs and the 2% state reimbursement. The Department received a DNR grant in the
amount of $9,094.00 and have not yet heard about the application for a FEMA
Grant. The Department has joined the
Shawano/Oconto County MABAS #133; is working on being Narrowband compliant by
2012; has finished and put into service an updated Platform Ladder Truck;
purchased turnout gear and boots as an ongoing yearly replacement process;
completed the addition to the fire department building and are working on phase
1 of the memorial area. Planned projects
for 2011 are to complete the MABAS divisions in Shawano and Oconto County;
complete landscaping around the fire station; apply for DNR and FEMA grants;
implement along with NEW Rescue a Highway Response Program for the safety of
EMS, Police and Patients in Shawano/Oconto counties; continued purchase of
turnout gear and purchase of radios to comply with the new narrow band 700/800
megahertz system Brown County will be implementing. The Department recently hosted a live burn
training at the old Maple Grove Town Hall and will be participating in grain
bin rescue training with the Seymour Fire Department and a large wildland training
burn in the Town of Angelica along with the DNR.
Frank Bushey, representing
N.E.W. Para-Medic Rescue, Inc. was present and gave a report on 2010 activities
of N.E.W. There were 456 responses in
2010 with 48 of them being for the Town of Angelica. The back-up unit was used 21 times. Average response time for calls averaged 7:41
minutes. At this time there are 3 first
responders from the Town of Angelica and they are in the need of more. At the end of 2010 the Operating Income was
over Expenses resulting in over $41,000.00 being given back to the
municipalities served by N.E.W. Getting
new radios and bringing existing radios up to the new narrow band frequency
will be something that N.E.W. will be working on in the next year. There were questions from the floor
concerning the manning of the second squad, the fire department assistance on
calls; directing of incoming calls and dispatching of calls and the driver’s
knowledge of the exact location of where the squad is responding to a call.
Richard Ferfecki, Chairman of the Town of Angelica Planning Commission reported (1) the state “right to farm” prevents the town from restricting farm equipment traveling on town roads. The town could probably ask for bonding to cover any damage to a road in front of a new operation. Also, the town cannot regulate the spreading of manure and the town is unable to obtain information regarding a farm’s nutrient management plan that is filed with the state. (2) Shawano County adopted its comprehensive plan in February of 2011 (3) the County is presently doing a Zoning Rewrite. The present zoning was adopted in 1967. The zoning districts have been cut down from 20 to 12 with more allowable uses in the districts. The majority of the land in the Town of Angelica will be in the OAR zone and the present A-290 zone is incorporated into this zone. The town is planning to clarify the A-290 requirement of a lot having 290 feet of road frontage and also being a minimum of 290 feet deep. There is a density limit of one house per every ten acres. The town has one year in which to either adopt the county zoning ordinance or to have their own zoning.
Town Chairman Richard Smith reported the following in regard to town roads: (1) it is planned to do approximately $15,000.00 of crack filling work on town roads (2) the final coat of blacktop and shouldering will be done on the newly reconstructed portion of Green Valley Road (3) road reconstruction for 2011 will be one mile on Cedar Road. Utility poles have already been moved. A meeting with residents on Cedar road will be scheduled sometime early in May and work will not start until after school is out because of buses traveling the road. (4) it is planned to do some brush cutting and cleaning out ditches. (5) state cuts in shared revenue, transportation aids and recycling grant could result in up to a $30,000.00 cut in revenues for the 2012 budget
Chairman Smith also brought up a question to those in attendance regarding whether or not the Town Clerk’s position should be an appointed position rather than an elected position. He would like to see a referendum at a future election in regard to this.
Cliff Powers, County Board Supervisor for Wards 2 and 3
was present. Powers stated he would
remain in office for his present term but would not be running again for office
in 2012. The Shawano County Board has
approved reducing the County Board from 30 supervisors to 27 supervisors. One of the major concerns is the
redistricting for county supervisors after the 2010 census. The Town of Angelica’s population is over the
1,554 average-per-supervisor number and a portion of the town will be given to
a neighboring town to add to their numbers for a supervisory district.
GENERAL
DISCUSSION AND ACTION TOPICS:
Tony Steffen had a concern about Hill Drive needing to have more gravel
put on the road.
Chairman Smith stated that the
2012 Annual Meeting will be held on the second Tuesday of April (April 10,
2012) unless it is decided at this meeting to change that date. There was no motion to change that date.
MOTION (Wilbert Lewis/Eugene Rudzinski/PASSED) to adjourn the meeting. The meeting was adjourned at 9:20 p.m. There were 22 residents in attendance and also 1 representative from the Pulaski Tri County Fire Department and 1 representative from N.E.W. Para-Medic Rescue in attendance. Refreshments were served courtesy of the Town Officials.
