Call to
Order/Pledge of Allegiance/Roll Call/Verification of Meeting Notice: Chairman Smith called the meeting to order at 6:30 p.m. All town officials were present. Clerk’s Note: The agenda was posted the morning of
Saturday, August 6, 2011; put on the town website and also e-mailed to the
Shawano Leader on August 5th.
Approval or
Modification of Agenda: MOTION (Lewis/Van Asten/PASSED)
to approve the agenda as posted.
Approval of Prior Town Board
Minutes: MOTION /Van Asten/Lewis/PASSED) to approve the minutes of the regular town board meeting held on July
11, 2011, special town board meeting held on July 19, 2011 and the Board of
Review held on July 28, 2011.
Approval of Treasurer’s Monthly Report:
The Treasurer’s report was presented to the
board by Treasurer Matuszak
showing balances as of
July 31, 2011 of $16,658.25
at the Citizens Bank in
Pulaski and $174,979.48 at the Premier
Bank in Pulaski. MOTION (Lewis/Van Asten/PASSED) to approve the Treasurer’s report as
presented.
Correspondence: Correspondence
reviewed was (1) letter from the Department of Workforce Development cancelling
the prevailing wage rate determination for the reconstruction of Cedar Road (2)
seven land-use permits and one on-premise sign permit issued by Shawano County
(3) copies of two Wis. UDC permits issued by town building inspector Tom Smith
(4) letter from Shawano County Emergency Management regarding attendance at a
E-Sponder Training Class (5) July Krakow Sanitary
District Newsletter (6) notice of first Annual Meeting of SPOKES (7) brochures
regarding Heritage Park and the Preservation Press from the Shawano County
Historical Society (8) letter from AROW regarding recycling information on
their website and local government membership in their organization and (9)
brochure from Lange Enterprises regarding sign products available.
Reports from Town Officers: Supervisor Lewis reported on receiving complaints about the culvert repair on Green Valley Road and grass not being cut next to roads. Lewis issued a driveway permit for a driveway on Green Valley Road, brought the culvert pipe and 12” end pans from the Thomas Moore property back to Gene Reyment and the townhall and reported that the Wasielewskis want their field entrance put in on the high point of their property.
Supervisor Van Asten reported he had put up the barricades that were down
on Town Hall Drive and cleaned up two trees that were down on Green Valley Road
near the bridge. Van Asten
also reported he had found an engine shroud on Green Valley Road near Angelica
Street and suggested mentioning it on the town’s website.
Chairman Smith reported
(1) N.E.W. Para-Medic Squad did not have a meeting this past month and he was
not able to attend the July Tri-County Fire Department board meeting (2)
reconstruction work on Cedar Road should be starting next week (3) in checking
on prices for culverts found that Green Bay Highway Products gave prices on
culverts that were considerably lower than Paynter
Equipment & Culvert Company and he was going to check this out further
before ordering culverts for Cedar Road reconstruction. (4) he
had received a request to have “no parking” signs put up on County Highway C in
Angelica. The County was out to look at the situation and at the present time
they are not in favor of putting up “no parking signs”. Carl Krueger gave the town chairman two
letters in regard to the situation.
Chairman Smith asked Carl Krueger to keep the board informed as to what
is happening in regard to parking on Cherry Drive. (5) he had received quotes from the County in regard to grinding
up the existing blacktop and putting a 2-1/2” overlay on the town hall parking
lot and paver patching part of Northwestern Avenue in Zachow. There was also the suggestion that a couple
of loads of blacktop material could be put down in the potholes at a lower cost
that doing paver patching on Northwestern Avenue. (6) Chairman Smith also reported that two
Planning Commission members’ terms will be ending on August 11, 2011 and he was
planning to reappoint Richard Ferfecki and Dwayne Splan to another three-year term. (7) asked the road
maintenance person if he was going to finish fixing the potholes on Nichols
Drive and also to check on the “Stop Ahead” sign on Deer Drive and Willow Road,
and (8) had a question as to whether or
not the recently issued driveway/culvert permit on Green Valley Road should
require a culvert.
The Clerk gave the board
a listing of year to date building permits issued and year to date road
expenses.
Report
from Town Planning Commission Chairman: Town of Angelica Planning Commission Chairman
Richard Ferfecki had nothing to report at this time.
Public Comments: MOTION (Lewis/Van Asten/PASSED) to open the meeting up for public
comments. Ronald Banaszynski
asked when the two recently replaced culverts on Town Hall Drive were going to
have blacktop put over them. James Mills
commented that he thought the people who put the drainage tile under Green
Valley Road did a good job in checking and working on the road in that area. MOTION /Van Asten/Lewis/PASSED)
to close the public comment portion of the meeting.
Specific
Matters for Discussion and Possible Action by Town Board in Open Session:
New Business:
a.
John Van Lannen
was present in regard to Variance Request V-2-11 for construction of a new
single-family dwelling in excess of 323’ from the centerline of Mile Drive and
creation of a parcel of land with insufficient roadway frontage of 210’ instead
of the required 290’ at W1811 Mile Drive.
Van Lannen informed the board that there was
just 500’ of road frontage when he purchased the property and he now wants to
put his existing home on a parcel with 290’ of road frontage which leaves only
210’ for the remaining acreage. He has
over forty acres and wishes to build on the back portion of that acreage
because if he would place the new home within the required setback it would be
right next to the farm buildings and in the middle of a farm field. He had started to check with the County regarding
this before the town adopted the new Shawano County Zoning Code and under the old
code he could build anywhere on the property inasmuch as it was over
thirty-five acres.
Planning Commission
Richard Ferfecki reported that the Planning Commission
recommended approval of the variance with some conditions which included having
a 66’ easement to the back, have a driveway with a thread width of 15 feet and
provide a turn-around at the end of the driveway as required by the town’s
driveway/culvert ordinance MOTION
(Lewis/Van Asten/PASSED UNANIMOUSLY) to recommend
approval of Variance Request V-2-11 for construction of a new single-family
dwelling in excess of 323’ from the centerline of Mile Drive and creation of a
parcel of land with insufficient roadway frontage of 210’ instead of the
required 290’ at W1811 Mile Drive with the conditions recommended by the Town
of Angelica Planning Commission.
b.
Variance Request V-3-11 for
construction of a new single-family dwelling in excess of 323’ from the centerline
of Nichols Drive was not acted upon because the Shawano County Planning &
Development Committee determined at their August 3, 2011 meeting that a
variance would not be required as work on this project had started in February
of 2011 at which time the new County Zoning Ordinance which requires the 323’
setback had not yet been adopted by the Town of Angelica.
c.
Kyle Klipstine
had a concern about the amount of water that is coming through a road culvert
from land on the east side of Maple Road and running across his property. Klipstine requested
that the town dig a ditch on the east side of Maple Road and have the water go
down that side of the road to Deer Drive.
Chairman Smith stated that in order to do this the ditch would have to
be at least six feet deep and the town would not construct that deep a
ditch. A pond was dug on the property on
the east side of Maple Road and the property owner is presently in the process
of constructing a home and is doing grading on the property. It was the general consensus to wait until
the home is constructed and the soil is leveled off to see what the situation
will be at that time.
Specific
Town Board Notice and Agenda for Upcoming Town Board Meeting: The next scheduled town board
meeting will be on Monday, September 12, 2011 at 6:30 p.m.
Voucher
Listing/Payment of Bills: MOTION (Lewis/Van Asten/PASSED
UNANIMOUSLY) to approve payment of
vouchers V-5528 through V-5558.
Adjournment: MOTION (Van Asten/Lewis/PASSED)
to adjourn the meeting. The meeting was adjourned at 8:30 p.m.
