to approve the agenda as posted.
Approval of Prior Town Board
Minutes: MOTION (Van Asten/Lewis/PASSED) to approve the minutes of the regular town board meeting of January 6,
2011.
Approval of Treasurer’s Monthly Report:
The Treasurer’s report was presented to the
board by Treasurer Matuszak
showing balances as of
January 31, 2011 of $6,042.65
at the Citizens Bank in
Pulaski and $717,313.27 at the Premier
Bank in Pulaski. MOTION (Lewis/Van Asten/PASSED) to approve the Treasurer’s report as
presented.
Correspondence: Correspondence
reviewed was (1) letter from Crivello-Carlson
informing the town that Judge Grover directed an Order be entered dismissing
all claims against both Shawano County and the Town of Angelica in regard to
the Banaszynski claim (2) notice of meeting of
Shawano County PD&Z Committee regarding Zoning Code Rewirte
(3) Copy of County Ordinance No. 1-11 (as Amended) ~ Establishing a County
Highway Access Policy (4) Wis. Dept. of Commerce notice of approval of
Conditional Approval to the building plan for Nutrition Service Company’s
roaster building (5) copy of land-use permit for single family dwelling on
Hillside Drive (6) Employer Bulletin from Wis. Dept. of Employee Trust Funds
(7) end of year financial information from Angelica Hillside Cemetery
Association (8) Krakow Sanitary District January newsletter (9) February DOA

Reports
from Town Officers: Supervisor Lewis reported that he (1)
resolved the placement of a culvert for access by the snowmobile club on
Green Valley Road (2) has been contacted by a property owner for a 911 number
for a back lot on County Road S and had a question regarding placement of the
911 number because of a shared driveway serving the lot, and (3) heard American Tire is again hauling tires.
Supervisor Van Asten reported he had an inquiry about the
town providing a place for depositing yard waste and if the town could set a
time and provide a place for residents to bring their yard waste.
Chairman Smith reported
(1) the N.E.W. Para-Medic Squad has $8,246.50 in the General Fund with
$4,228.34 being for the 1st Responders and $227.72 for the Jr.
EMT’s; $4,972.79 in the Equipment Fund with $62.90 being in the Building &
Maintenance Fund; and a High Yield Passbook savings account at Citizens Federal
Bank in Shawano in the amount of $56,214.22.
Last month there were 43 runs with 10 being no transports and 3 runs for
the Town of Angelica. The end of 2010
Financial Report shows a Subsidy Windfall balance of $41,330.02 or $3.16 per
capita with the town’s share being $5,626.59 (2) the Fire Department had 99 runs in
2009 as compared to 114 runs in 2010 with the Town of Angelica having 10
runs. There are 39 members with 35 being
active, 3 on medical leave and 1 on administrative leave. They are in need of new members for day-time
calls and are checking out several applications for this. The old ladder truck and No. 2 Pumper has
been traded in for a new pumper truck and this truck will be picked up in
March. On Saturday, February 19th,
the department took part in the burning of the old Town of Maple Grove town
hall as a training exercise that was attended by approximately sixty different
people representing six or seven different fire departments. They have still not been turned down on the
FEMA grant application and are pursuing a grant to help in the purchase of
equipment for the new radio system to be implemented in Brown County, and (3) Beech Road is
busting up and barricades have been placed in those areas.
Treasurer Matuszak
reported that she had received a request from the Ronald Bierhals
family for a refund of the $65.00 garbage charge on the 2010 tax statement inasmuch
as he had passed away in January and the home was also torn down in February.
Clerk Powers gave the
board a summary of Public Works General and Reconstruction expenditures for the
year to date 2011 and a copy of building permits issued in 2011.
Report
from Town Planning Commission Chairman: Town of Angelica Planning Commission Chairman
Richard Ferfecki informed the board that he had
signed the Mossholder CSM and that he had reviewed
the subdivision ordinances of the towns of Herman and Lessor
and that he thought the ordinance the Town of Lessor
has could be a good example for a similar ordinance in the Town of Angelica.
Public Comments: MOTION (Van Asten/Lewis/PASSED) to open the meeting up for public comments. Barney Eckberg inquired about the furnace bill that was questioned last month, gave the telephone number of the place where he was taking his trash and inquired about why the Voucher Listing was not given out to all those in attendance at the meeting. Elmer Kraning reported that he had been measuring the town hall holding tanks levels before and after the hall has been used and also checked it during the time of the snow thawing and did not find an increase in the level showing that the tank should be sealed tight. Kraning said that he would continue to check the tank levels when the hall was being used. MOTION (Lewis/Van Asten/PASSED) to close the public comment portion of the meeting.
Specific
Matters for Discussion and Possible Action by Town Board in Open Session:
New Business:
a.
There was discussion regarding Condition No. 8 of CU-2-07
for parcels No. 004-09110-0000 and No. 004-09130-0010 for Performance
Excavating (Parcel 004-09110-0000 owned by Performance Excavating and Parcel 004-09130-0010
now owned by Allan Maroszek) which reads: Posting put around property border every 20’-30’
indicating “Private Property – Active Quarry”. MOTION(Lewis/Van Asten/PASSED
UNANIMOUSLY) to recommend to the Shawano County Planning & Development Committee
that Condition No. 8 of CU-2-07 be changed to read: Posting of “Active Quarry” signs shall be done on
all four corners of each parcel and in the middle of all four sides of the
parcels with signs being placed every 100 feet on the back side of the
excavated area and one sign being placed at the entrance to the parcel.
b. There
was discussion regarding the N.E.W. 2010 Subsidy Windfall Distribution and the
Town of Maple Grove returning its windfall in the amount of $3,316.63 if all
the other municipalities would do the same.
MOTION (Smith/Van Asten/PASSED UNANIMOUSLY) to match the Town of Maple
Grove’s contribution of $3,316.63 to N.E.W.from the
town’s 2010 Subsidy Windfall payment.
c. An application for an
Operator’s License from Jason Reyment was reviewed. MOTION
(Lewis/Van Asten/PASSED UNANIMOUSLY) to grant an
Operator’s License to Jason Reyment.
d. There was discussion
regard the depository for the town’s General Funds and Tax Money
Collected. It was the general consensus
to delay a decision on this until later in the year and then decide on where
the general funds and where tax monies shall be deposited before the start of
next year’s tax collection.
Specific
Town Board Notice and Agenda for Upcoming Town Board Meeting: The next scheduled town board
meeting will be on Monday, March 14, 2011 at 6:30 p.m.
Voucher
Listing/Payment of Bills: MOTION (Lewis/Van Asten/PASSED
UNANIMOUSLY) to approve payment of
vouchers V-5308 through V-5356.
Adjournment: MOTION (Van Asten/Lewis/PASSED)
to adjourn the meeting. The meeting was adjourned at 8:25 p.m.
