Order/Roll Call/Verification of Meeting Notice:
Chairman Smith called
the meeting to order at 6:30 p.m. All
town officials were present. Clerk’s

Approval or
Modification of Agenda: MOTION (Van Asten/Lewis/PASSED)
to approve the agenda as posted.
Approval of Prior Town Board
Minutes: MOTION (Lewis/Van Asten/PASSED) to approve the minutes of the regular town board meeting of December 13,
2010.
Approval of Treasurer’s Monthly Report:
The Treasurer’s report was presented to the
board by Treasurer Matuszak
showing balances as of
December 31, 2010 of $11,717.19
at the Citizens Bank in
Pulaski and $886,668.45 at the Premier
Bank in Pulaski. MOTION (Van Asten/Lewis/PASSED) to approve the Treasurer’s report
as presented.
Correspondence: Correspondence
reviewed was (1) letter from Crivello-Carlson
regarding the Brief in Support of Motion for Summary Judgment asking for
dismissal of the Banaszynski claims (2) letter from
Shawano County Planning & Development Department regarding their inspection
showing no signs being erected at the Dump Road sand quarry as required in the
conditional use permit (3) notice regarding Shawano County’s formation of MABAs
Division #133 (4) notice from Public Service Commission of Wisconsin regarding
Wind Siting Rules (5) notice of revised deadline for
public comments regarding Strategic Energy Assessment for the years January 1,
2010 through December 31, 2016 and (6) letter from Shawano County Highway/Parks
Department thanking the town for its business during 2010.
Reports
from Town Officers: Supervisor Lewis reported that he is still
working with the snowmobile club to provide an entrance to Green Valley
Road. Chairman Smith expressed concern
about allowing another entrance to a forty acre parcel when there are already
three existing entrances to that property.
An alternative would be to allow a temporary culvert being placed in the
road ditch during the winter months to allow the grooming equipment and
snowmobilers to cross the road. Chairman
Smith said he would be contacting the property owner regarding the situation.
Supervisor Van Asten reported he had dug a “loose gravel”
sign out of the road ditch on Green Valley Road and also had picked up a
muffler that was on the roadway. Van Asten also had a concern about the entranceway to the town
hall being slippery with the packed snow on the rug that had been placed there
and thought it might be better to have some gravel placed in that area. Also, the alarm for the town hall holding
tank has gone off again.
Chairman Smith reported
(1) the N.E.W. Para-Medic Squad has $8,246.51 in the General Fund with
$4,228.34 being for the 1st Responders and $227.72 for the Jr.
EMT’s; $5,251.50 in the Equipment Fund
with $342.52 being in the Building & Maintenance Fund; and a High
Yield Passbook savings fund at Citizens Federal Bank in Shawano in the amount
of $56,061.29. A new steel roof was put
on the Rescue Squad Building for $13,700.00 with $10,000.00 taken out of the
Citizens savings fund and the rest taken from the Building & Maintenance
Fund. Last month there were 46 runs with
16 being no-transport and there were 12 runs in the Town of Angelica. It is
anticipated that the end of the year financials should be around $35,000.00 to
the good. (2) the
Fire Department did not have its regular monthly scheduled meeting but did have
a special meeting to make a decision regarding the sale of the old Pumper No. 2
and the old ladder truck. The prices for these two pieces of equipment has been dropping
dramatically. They had an offer of
$25,000.00 for the two items being used as a trade-in on a used pumper truck
that seats six people.
Cost of the new pumper truck would be $35,000.00 after the $25,000.00
allowance for trade-in of the two pieces of old equipment. The board approved trading these two
pieces of equipment in for the pumper truck.
The Fire Department is still in the running for the FEMA grant.
Clerk Powers gave the
board a summary of Public Works General and Reconstruction expenditures for the
year 2010 and also gave the board a comparison of the new five-year
garbage/recycling pickup contract with last year’s costs and the other
proposals received showing a considerable savings compared to what the town is
presently paying and also the next lowest proposal received. The County Planner sent copies of Sub
Division ordinances for the towns of Herman and Lessor
and copies were given to the board and Planning Committee Chairman.
At this time the board deviated from the agenda to
take up Item 10-a.
a. Larry Mossholder submitted a Certified Survey Map for two lots on
Hillside Drive for approval. There was a
question about the unplatted area between Lot 1 and Lot
2. It was determined that this area is a
lot for an existing home site that is not owned by Mr. Mossholder. Planning Committee Chairman Richard Ferfeckie pointed out that Lot 2 was less than thirty-five
acres and if any home was built on this lot it would have to conform to the
290-foot maximum setback requirement when placing a home on this lot. MOTION
(Van Asten/Smith/PASSED UNANIMOUSLY) to approve
Certified Survey, Shawano County No. 52-10.
Mr. Mossholder was instructed to bring the
original CSM to Planning Committee Chairman Richard Ferfecki
who will sign off for the Town of Angelica.
The board then returned to Agenda Item No. 8
Report
from Town Planning Commission Chairman: Town of Angelica Planning Commission Chairman
Richard Ferfecki informed the board that the Zoning
Advisory Committee’s work is finished and the next step after the public
hearing is for the towns to pass resolutions expressing support of a
comprehensive revision to the Shawano County Zoning Ordinance.
Note: Town of
Angelica Resolution No. 12-13-10 Expressing Support of November 2010
“Comprehensive Revision” to County Zoning Ordinance was approved at the
December 13, 2010 town board meeting.
The ordinance will then have
another public hearing, go to the County Planning & Zoning Committee for
approval and then to the County Board for final approval in March. After that the town has one year to adopt the
new County Zoning Ordinance.
Public Comments: MOTION (Van Asten/Lewis/PASSED)
to open the meeting up for public comments.
Barney Eckberg inquired if the town’s funds at
Citizens Bank are one hundred per cent covered by Federal or State
insurance. MOTION (Lewis/Van Asten/PASSED) to close the public comment portion of
the meeting.
Specific
Matters for Discussion and Possible Action by Town Board in Open Session:
New Business:
a.
This item was taken up
earlier in the meeting.
b. Ordinance
No. 1-6-11 ~ Adoption of National Fire Protection Association Uniform Fire Code
(NFPA1) was reviewed by the board. MOTION (Lewis/Van Asten/PASSED
UNANIMOUSLY) to approve Town of Angelica Ordinance No. 1-6-11 ~ Adoption of
National Fire Protection Association Fire Code (NFPA1).
c. Kevin Barry’s term of
office as Krakow Sanitary District Commissioner No. 3 ended December 6, 2010
and the Krakow Sanitary District requested that his term of office be extended
for another term. MOTION (Smith/Van Asten/PASSED UNANIMOUSLY) to
reappoint Kevin Barry as Krakow Sanitary District Commissioner No. 3 to another
six-year term effective December 6, 2010 to December 6, 2016.
d. Two applications for
operator’s licenses from Ryan J. Stark and Gail Eckberg
were reviewed. MOTION (Lewis/Van Asten/PASSED UNANIMOUSLY) to
grant Operator’s Licenses to Ryan J. Stark and Gail Eckberg.
e. Treasurer Lisa Matuszak’s recommendation was that the town have both its
checking account and tax money account at Citizen’s Bank because (1) they have
a team that is dedicated to watch over these type of accounts and make sure the
deposits are fully protected by Federal securities for amounts deposited that
are over the coverage by Federal & State insurance (2) they have offered a
very attractive interest rate for the upcoming year on the tax money account
and (3) their on-line banking services makes it easy to transfer funds between
the two accounts and also the ability to get month-end reports early. The general consensus was to check this out
further and have the depositories for town funds be an agenda item for the
February meeting.
Specific
Town Board Notice and Agenda for Upcoming Town Board Meeting: The next scheduled town board
meeting will be on Monday, February 14 at 6:30 p.m. Depositories for the town’s general funds and
tax money funds will be an agenda item for the February meeting.
Voucher
Listing/Payment of Bills: MOTION (Lewis/Van Asten/PASSED
UNANIMOUSLY) to approve payment of
vouchers V-5267 through V-5307 with the exception of V-5276. Payment of V-5276 will be held until Supervisor Van Asten checks out and approves the cost of repair items for
the two furnaces in the town hall before January 13, 2011.
