Monthly Meeting
July 11, 2011

 

Town Officials Present:   Chairman, Richard Smith, Supervisors Wilbert Lewis and Greg P. Van Asten,

     Treasurer Lisa Matuszak and Clerk, Janet Powers

Town Officials Absent:    None

Others Present:                 Town of Angelica Planning Commission Chairman Richard Ferfecki, Kevin Barry, Dan Cota, Robert Kuczer, Elmer Kraning, Jim Mills and Ronald Banaszynski

 

 

Call to Order/Pledge of Allegiance/Roll Call/Verification of Meeting Notice:  Chairman Smith called the meeting to order at 6:30 p.m.  All town officials were present. Clerk’s Note:  The agenda was posted the morning of Saturday, July 9, 2011; put on the town website and also e-mailed to the Shawano Leader on July 8th.

 

Approval or Modification of Agenda:   MOTION (Van Asten/Lewis/PASSED) to approve the agenda as posted.

 

Approval of Prior Town Board Minutes:  MOTION (Lewis/Van Asten/PASSED) to approve the minutes of the regular town board meeting held on June 13, 2011 and the informational meeting with property owners on Cedar Road on June 27, 2011.

 

Approval of Treasurer’s Monthly Report:  The Treasurer’s report was presented to the board by Treasurer Matuszak  showing   balances as  of   June 30, 2011  of   $13,246.78  at the Citizens Bank  in Pulaski  and $204,875.32 at the Premier Bank in Pulaski.   MOTION (Van Asten/Lewis/PASSED) to approve the Treasurer’s report as presented.

 

Correspondence:  Correspondence reviewed was (1) two Shawano County land-use permits issued for an on premise sign for Angelica Mobil and for a commercial building addition and detached garage at W1559 County Road C (2) Notice of Commencement of Proceeding in Rem to Foreclose Tax Lien by County with two properties in the Town of Angelica (3) letter and brochure from Shawano Pathways Organization for Kids, Environment & Safety (SPOKES), and (4) May bank statements for the Angelica Hillside Cemetery Association.

 

Reports from Town Officers:  Supervisor Lewis reported (1) potholes on Town Hall, White Ridge Circle (2) working with Wasielewski on a driveway permit and (3) receiving several calls regarding cutting the grass next to the roads.

 

Supervisor Van Asten reported on brush in front of signs for the bridge on Green Valley Road and pot holes on Green Valley Road and Nichols Drive. 

 

Clerk Powers reported on the upcoming partisan recall primary election and new voting requirements including being asked to show photo ID and to sign the poll book.  Also gave the board year to date building permits issued and year to date road expenses.   Had a inquiry about mowing grass along town roads and a road sign at the intersection of STH-160 and Willow

 

Chairman Smith reported (1) N.E.W. Para-Medic Squad’s financials were $8,042.08 in the General Fund with $4,125.95 for the 1st Responders and $227.72 for the Jr. EMT’s, $4,879.07 in the Equipment Fund with $562.90 of that being in the Building & Maintenance Fund.  The Citizens Bank CD balance is $76,489.03.  The Squad will be bonding for new radios needed for the new communication system at a cost in excess of $20,000.00.  All elected officials will need to have the NIMS 800 emergency disaster training  After five months the Squad is $17,667.00 in the black (2) At the June Tri-County Fire Department board meeting it was reported that there were 42 runs this year compared to 42 runs last year.  There are 41 members with 3 being on medical leave and 1 on administrative leave.  They are advertising for new members mainly for daytime help.    They had a successful Red Cross Drive with $2,770.00 collected.  The present rating for the Town of Angelica is a 7 which is about as high as you can get out in the country and this is mainly because of the number of dry hydrants in the town.  The department had training with N.E.W. and Eagle 3 on landing procedures.  The department had election of officers and all the officers will remain the same.  (3) an issue with the new county zoning ordinance in that there is no longer the option of building anywhere on a lot that is thirty-five acres or larger and the town could not be more lenient in regard to this in a town subdivision ordinance.  (4) had talked with Scott Koehnke of the DNR regarding lands in the Pensaukee watershed district and the official maps having no listing of these lands being in a drainage district on the maps (5) pot holes on  Town Line, Town Hall, Hickory, Nichols, Cedar and in Zachow and a concern about paver patching on Nichols Drive.

 

Report from Town Planning Commission Chairman:  Town of Angelica Planning Commission Chairman Richard Ferfecki also reported on 45,000 acres in the Pensaukee watershed not being on drainage district mapping and an upcoming appointment to a special drainage district board to be made by a federal judge.

 

Public Comments:  MOTION (Van Asten/Lewis/PASSED) to open the meeting up for public comments.  Elmer Kraning had a concern about treatment and billing by N.E.W. Rescue Squad for a patient brought into St. Mary;s Hospital last year.  Kraning also suggested putting in a cross road culvert at Cedar & Beech when reconstruction work on Cedar Road is being done.    MOTION (Lewis/Van Asten/PASSED) to close the public comment portion of the meeting.    

 

Specific Matters for Discussion and Possible Action by Town Board in Open Session: 

 

New Business:

 

a.       A CSM prepared for Robert T. Kuczer creating a 4.360 acre lot on Hillside Drive was reviewed.   MOTION (Van Asten/Lewis/PASSED UNANIMOUSLY) to approve the CSM for Robert Kuczer.

 

b.      Addendum B to Mutual Aid Box Alarm System Agreement (MABAS) Oconto County Resolution and Addendum B to Mutual Aid Box Alarm System Agreement (MABAS) Shawano County Resolution allowing N.E.W. to participate in the Mutual Aid Box Alarm System Agreement was reviewed.  MOTION (Lewis/Van Asten/PASSED UNANIMOUSLY) to sign the two MABAS agreements with Oconto County and Shawano County.

 

c.      Kevin Barry and Dan Cota representing the Krakow Sanitary District were present and were asking that gravel be put on the driveway/road into the Sanitary District.  It was the town board’s position that the entrance to the Sanitary District is not a town road but is a private driveway.  The driveway is not listed on the road mapping with the D.O.T. for highway aids.  In the past the driveway has been plowed when the other streets in Krakow are being plowed.  Presently the Sanitary District is billing the town $100.00 per quarter in sewer charges for the Krakow Park pavilion.  MOTION (Lewis/Van Asten/PASSED UNANIMOUSLY)  to provide one load of gravel for the driveway at this time and to continue to plow snow on the driveway in exchange for no sewer charges being made for the Krakow Park pavilion as agreed to by Kevin Barry and Dan Cota of the Krakow Sanitary District.                                                                                                                    

                                                                       

d.      There was discussion regarding the condition of property at W1559 County Road B owned by Jed Giese.  Several complaints have been received regarding the tree stumps, brush pile and materials being brought in and stored on the property.  It was the general consensus to have the Clerk write a letter to the property owner asking that he come to the August 8th town board meeting and discuss his plans with the town board.  

 

e.       There was discussion regarding payment of fees for town services and the several bad checks the town has received for payment of fees.  MOTION (Van Asten/Lewis/PASSED UNANIMOUSLY) that it be the town’s policy that payment for fees in excess of $100.00 be made at least two weeks in advance of any hearing by the Town of Angelica Planning Committee or requests for licenses to the Town of Angelica Board of Supervisors.

 

f.       An application for an Original Class B Alcohol Beverage and Cigarette licenses for 4 Seasons Bar & Grill by Kami Renae Spaeth was reviewed.  (Lewis/Van Asten/PASSED UNANIMOUSLY) to approve the application for a Class B Alcohol Beverage and Cigarette licenses for the 4 Seasons Bar & Grill located at W1559 County Road C by Kami Renae Spaeth.  

 

g.      Applications for three Operator’s Licenses by Annette Van Lannen, Kim I. Vanden Eng and Jennifer Krol were reviewed.  MOTION (Van Asten/Lewis/PASSED UNANIMOUSLY) to grant operator’s licenses to Annette Van Lannen, Kim I. Vanden Eng and Jennifer for the license year of 2011-2012.

 

Specific Town Board Notice and Agenda for Upcoming Town Board Meeting:    The next scheduled town board meeting will be on Monday, August 8, 2011 at 6:30 p.m.  Condition of the property at W1559 County Road C will be an agenda item.

 

Voucher Listing/Payment of Bills:  MOTION (Lewis/Van Asten/PASSED UNANIMOUSLY) to approve payment of vouchers V-5487 through V-5527.

 

Adjournment:  MOTION (Van Asten/Lewis/PASSED) to adjourn the meeting. The meeting was adjourned at 8:35 p.m.
