Call to
Order/Pledge of Allegiance/Roll Call/Verification of Meeting Notice: Chairman Smith called the meeting to order at 6:35 p.m. All town officials were present. Clerk’s Note: The agenda was posted the morning of
Saturday, June 11, 2011; put on the town website and also e-mailed to the
Shawano Leader on June 10th.
Approval or
Modification of Agenda: MOTION (Van Asten/Lewis/PASSED)
to approve the agenda as posted.
Approval of Prior Town Board
Minutes: MOTION (Lewis/Van Asten/PASSED) to approve the minutes of the first Board of Review meeting and the
regular town board meeting; both being held on May 9, 2011.
Approval of Treasurer’s Monthly Report:
The Treasurer’s report was presented to the
board by Treasurer Matuszak
showing balances as of
May 31, 2011 of $4,950.86
at the Citizens Bank in
Pulaski and $224,752.15 at the Premier
Bank in Pulaski. MOTION (Van Asten/Lewis/PASSED) to approve the Treasurer’s report
as presented.
Correspondence: Correspondence
reviewed was (1) e-mail from the DNR regarding the Joint Finance Committee’s
support to restoring the current recycling grant program (2) memo from Shawano
County Planning regarding amendment to the Shawano County Comprehensive Plan
(3) HVAC Compliance Statement for Nutrition Service Co. (4) agreement signed by
Angelica Mobil to pay the difference between a 100-watt and 400-watt street
light located at the intersection of State Highway 29 and Spruce Road (5)
preliminary plans from D.O.T. regarding reconstruction of STH-32 from Green Bay
Street in Pulaski north to Deer Road in 2014
(6) four land-use permits issued by Shawano County for properties in the
town and (7) a legal notice for a Shawano County Real Estate Sale of property
in Krakow.
Reports from Town
Officers: Supervisor Lewis
reported on (1) issuing a driveway/culvert permit for Lot 42 in Lake Sandia (2)
selling a used culvert to Performance Excavating (2) receiving calls or had
concerns regarding grass not being cut on Angelica Street in Krakow, water
drainage on Wencel Street and on property near Elm
Road and Cuba Drive and a plugged culvert pipe on Willow, the trench for a
culvert pipe on Green Valley Road having sunk in, and the garbage not being
picked up on the Thursday after Memorial Day.
Supervisor Van Asten reported receiving complaints about grass not being
cut on two properties located on Angelica Street in Krakow and his having a
suggestion to put a catch basin in the corner near the park and run a pipe down
to the drainage ditch off of STH-32 to fix the water drainage problem.
Chairman Smith reported
(1) N.E.W. Para-Medic Squad did not have a meeting in May (2) At the May Tri-County Fire Department
board meeting it was reported that there were 36 runs to date in 2011 with 5
being for the for the Town of Angelica.
There are 41 members with 38 being active. Had a successful Red Cross
Drive. MABAS is taking off with
Shawano County being on board, Oconto County is close and the northern counties
are looking to go the same route. Work
is proceeding on the Memorial Park for fire, police and rescue with donated
funds. The Fire Chief had reported that
the fire department debt is $86,624 for the addition to the building and
balance owed on the new truck with assets in excess of $1,300,000. In the past the fire fighters have donated 3,000
man hours and $105,000 from the fireman’s fund.
The new pumper truck went into service on May 23rd. They were turned down for the 2009 FEMA
grant, are still in the running for the 2010 grant and have put in for a 2011
grant for a new air system in the fire department. They had received a 50/50 grant from the DNR
in the amount of $11,000. (3) the town
has just received the prevailing rate notification from the State and can now
set up meetings with property owners, on-site with contractors and to open bids
for reconstruction of Cedar Road and is waiting for a DNR permit (4) brush
cutting of road ditches has been done on Middle Drive, Deer Road, Elm Road,
Cedar Road and Main Street going into Zachow, and (5)
crack filling was recently done in the town and two road culverts on Town Hall
Drive and one on Green Valley Road have been replaced.
Clerk Powers reported on
receiving a e-mail from Shawano County Planning & Zoning regarding a
variance request that came from a town
property owner and the Committee’s decision to add a condition to that request
that no county permits will be issued until such time as there is verification
that the town hearing fee has been paid.
The board was also given reports on building permits
issued and road expenses year to date.
Report
from Town Planning Commission Chairman: Town of Angelica Planning Commission Chairman
Richard Ferfecki reported on attendance at a
Wisconsin Towns Association Seminar on Town and Village Plan Commission and
Comprehensive Planning and Ordinance development. Some points that came up were:

The importance
of developing ordinances to support the town’s Comprehensive Plan
·
The town’s
comprehensive plan should be looked at every year for possible revisions
·
Posting a
notice of a meeting when the board is doing on-site inspections
·
Towns having an
ordinance in regard to pivot spraying of manure by the larger farms
·
Some town
planning commissions have a hearing/meeting only once a year to hear requests
for zone changes and other requests
·
Standard for
town roads should be incorporated into a town subdivision ordinance
·
Towns having an
ordinance in regard to not allowing burial plots outside of established
cemeteries
Public Comments: MOTION (Lewis/Smith/PASSED) to
open the meeting up for public comments.
Barney Eckberg had a question regarding the
new County zoning code in relation to mobile home parks. MOTION
(Lewis/Van Asten/PASSED)
to close the public comment portion of the meeting.
Specific
Matters for Discussion and Possible Action by Town Board in Open Session:
New Business:
a.
A ward map that was created using
the latest 2010 census figures and a Resolution establishing wards in
accordance with Section 5.15 of Wisconsin Statutes was reviewed by the town
board. MOTION (Van Asten/Lewis/PASSED UNANIMOUSLY) to
approve Resolution 6-13-11A creating three wards in the Town of Angelica.
b. A hearing had been held prior to the town board meeting at 6:00 p.m. regarding adoption of a comprehensive revision to the Shawano County Zoning Ordinance. A draft of a resolution to adopt the new zoning ordinance was reviewed. MOTION (Lewis/Van Asten/PASSED UNANIMOUSLY) to approve Resolution 6-13-11B which adopts the comprehensive revision to the Shawano County Zoning Ordinance and a revised zoning map for the Town of Angelica.
c.
An amendment to Ordinance
5-13-02B ~ Appointment of Alternate Members for Board of Review was
reviewed. MOTION (Van Asten/Lewis/PASSED UNANIMOUSLY) to
remove James Bleick as Alternate No. 2 for Board of
Review since he has moved out of the town and appoint Cliff Powers as Alternate
No. 2.
d.
An application for an Operator’s
License for the license year of 2010-2011 from Tiffany Gueller
was reviewed. (Van Asten/Lewis/PASSED UNANIMOUSLY) to
approve the application for an Operator’s License by Tiffany Gueller.
e.
& f. A listing of applications for 2 Combination
Class A, 3 Combination Class B and 1 Class A Beer
licenses along with 4 applications for Cigarette and Tobacco Products licenses
for the license year of 2011-2012 were reviewed. MOTION
(Van Asten/Lewis/PASSED UNANIMOUSLY) to grant
licenses to all applicants with the provision that they not be issued until all
fees are paid.
g.
Applications for the renewal of
eight Operator’s Licenses and
two new Operator’s Licenses for Taylor M. Kleist and Tanya Winter
for the license year of 2011-2012 were reviewed. MOTION
(Van Asten/Lewis/PASSED UNANIMOUSLY) to grant
licenses to the ten applicants for operator’s licenses for the license year of
2011-2012 with the provision that they not be issued until all fees are paid.
Specific
Town Board Notice and Agenda for Upcoming Town Board Meeting: The next scheduled town board
meeting will be on Monday, July 11, 2011 at 6:30 p.m. Policy on payment for planning commission
hearing fees and beverage licenses will be an agenda item for that meeting. Also drafting of a town Subdivision Ordinance
with reference to road specifications, side lot setbacks and depth of lots in
the A-290 Zone will be an agenda item.
Voucher
Listing/Payment of Bills: MOTION (Lewis/Van Asten/PASSED
UNANIMOUSLY) to approve payment of
vouchers V-5456 through V-5486.
Adjournment: MOTION (Van Asten/Lewis/PASSED)
to adjourn the meeting. The meeting was adjourned at 8:45 p.m.
