INFORMATIONAL MEETING WITH PROPERTY OWNERS ON CEDAR ROAD

 

RE:  RECONSTRUCTION OF CEDAR ROAD ~  FROM ITS INTERSECTION WITH MAIN STREET-ZACHOW NORTH TO ITS INTERSECTION WITH BEECH DRIVE

 

 

MONDAY, JUNE 27, 2011   AT  6:00 P.M.

 

Town Officials Present:  Chairman Richard Smith, Supervisors Wilbert Lewis and Greg Van Asten  and Clerk Janet Powers

 

Town Property Owners/Residents Present:  Aaron Beilfus, James Van Domelen, John & Dixie Nischke, Ronald & Jean Hinkfuss and Harvey Kirchenwitz

 

Items Brought Up by Chairman Smith:

 

  1. WIDTH OF ROAD – refer to State Statute 82.31 which states that a highway (road) that has been worked for ten years is presumed to be 66 feet wide.  Are not paying for easements.

 

Road will be widened from three rods to four rods or 66 feet wide and this will allow a 3 to 1 slope for the road ditches.

 

  1. COMPENSATING FOR LOSS OF TREES – there is a flat reimbursement of $50.00 per tree

 

  1. COMPENSATING FOR RELOCATING FENCES – property owner to take care of moving the fence and town will reimburse for cost

 

  1. DRIVEWAYS – new culverts will be provided when replacing existing culverts.  If a driveway is blacktopped, the town will blacktop the portion of the driveway that is in the road right of way

 

5.    BLACKTOPPING – if money is available the binder or first coat of blacktop will be laid this year.

 

 

SPECIAL CONCERNS:

 

1.    SURVEY STAKES – it is the property owner’s responsibility to reposition any survey stakes or lot markers.

 

2.    TILING – inform the town if any field tiling enters the present road ditch or if there is any tiling in the road ditch.

 

3.    STONES – the town will not pick stones in the town road ditches

 

 

CONCERNS BROUGHT UP BY PROPERTY OWNERS:

 

1.     Harvey Kirchenwitz had a question about his trees.  Chairman Smith thought the walnut  trees would not have to be removed but the willow trees would be removed.

 

2.     John and Dixie Nischke had a concern about the length of their culvert (probably will be replaced by at least a 30’ culvert).  Nischke also had a concern about the culvert across from him on the south side of his land.

 

3.    Ron Hinkfuss asked about a culvert to his land (if one is needed the town would put one in)

 

4.    Aaron Beilfuss has already removed five trees that would have been in the road right of way

 

Chairman Smith informed those present that bids would be let on July 19th and work could start in late July and should be finished before school starts.  It is planned to put a binder coat of blacktop on the road this fall.   Smith also said that he visits the construction site every day and if property owners have any questions or concerns, they should contact him when he is there or give him a call.
