Call to
Order/Pledge of Allegiance/Roll Call/Verification of Meeting Notice: Chairman Smith called the meeting to order at 6:30 p.m. All town officials were present. Clerk’s Note: The agenda was posted the morning of
Saturday, January 7, 2012; put on the town website and also e-mailed to the
Shawano Leader on January 6th.

Approval of Prior Town Board
Minutes: MOTION(/Lewis/Van Asten/PASSED) to approve
the minutes of the regular town board meeting held on December 12, 201l.
Approval of Treasurer’s Monthly Report:
The
Treasurer’s report was presented to the board by Treasurer Matuszak showing balances as
of December 31, 2011 of
$74,931.33 at the Citizens
Bank in Pulaski and $600,151.93 at the Premier Bank in Pulaski. MOTION (Lewis/Van Asten/PASSED)
to approve the Treasurer’s report as presented.
Correspondence: Correspondence reviewed was (1) correspondence dated
12/23/11 and 1/6/11 from Hager, Dewick & Zuengler in regard to the Stark bankruptcy case (2) copy of
UDC building permit for Jeremy Bohm (3) Hillside Cemetery bank statements (4)
D.O.T. notice of finalized quarterly transportation aids for 2012 (5)
Preservation Press Volume 2, Issue 1 (6) the winter 2011 issue of SCEPI
Economic Pulse and (7) Christmas cards from Harters
Fox Valley Disposal, Accurate Appraisal, Citizens Bank and a thank you
card from the Shawano County K-9 Unit.
Reports from Town Officers: Supervisor Lewis reported (1) getting phone calls regarding ice on the town roads and a complaint about condition of the road shoulder next to a mail box.
Supervisor Van Asten brought up a concern about more pot holes popping up
on Green Valley Road.
Chairman Smith reported
(1) the N.E.W. Rescue Squad at their December meeting reported that there was
$6,062.56 in the General Fund with $2,776.33 for 1st Responders,
$6,347.91 in the Equipment Fund with $28.01 being for Buildings and Maintenance
and $76,748.51 in the Citizens Bank CD.
There were 52 runs in November with 38 transports and 3 runs in the Town
of Angelica. November financials were
$4,950.00 in the black with a year to date of $34,136.00 to the good. (2) at the December
Tri-County Fire Department board meeting it was reported that there are 42
members with 3 being on the verge of retiring, 1 is at National Guard and 2 on
leave of absence for a total of 36 active members. There are 6 new applications
with 4 of these being available for daytime calls and 3 of the 6 have all the
training needed. The FEMA grant is still
pending and the DNR grant was approved.
Fire inspections have been completed.
Also, chevrons have been put on the back of all the trucks and pumping
tests were completed at a cost of $7,000.00 to bring them up to MABAS
standards. One truck was damaged in the
big Pulaski fire. In regard to that fire
there were 16 fire chiefs there, almost all of Brown County’s units and units
from Bonduel, Little Sumanico and eastern Shawano
County with rescue squads from N.E.W. and Brown County. About 1,750,000 gallons of water were pumped
from the Pulaski water tower and another 1,426,000 gallons were trucked
in. They went through 85 gallons of foam
and 84 air bags. Without utilization of
MABAS it is estimated it would have cost the village in the range of $110,000
to $120,000 and with MABAS the cost should be in the range of $20,000 to
$22,000 with the bulk of this being fuel costs. There were no major injuries
with just two people going to the hospital mainly for exhaustion. The fire chiefs’ association has had nothing
but praise regarding the way the Pulaski fire chief handled the situation, and (3) asked the road maintenance person to check on
the stop-ahead sign on Cedar Road.
Clerk Powers reported on
a listing of year to date building permits issued and the year to date road
expenditures.
Report
from Town Planning Commission Chairman: Town of Angelica Planning Commission Chairman
Richard Ferfecki reported the Commission has received
a request from L. J. Sperberg for a three-year
extension of his conditional use permit No. CU-24-01
for the Zernicke Quarry on Mile Drive and this will
be an agenda item at the Commission’s February meeting.
Public Comments: There were no public comments.
Specific
Matters for Discussion and Possible Action by Town Board in Open Session:
New Business:
a. There
was discussion regarding the omission of personal property tax billing for
Performance Excavating for 2010 and 2011.
Personal property taxes were billed and paid in 2009 by Performance
Excavating and in 2010 the owners of the business split that business. As a result personal property taxes were
billed to only Allans Excavating and not Performance
Excavating c/o Bruce McDermid. McDermid had
submitted paperwork for his portion of the personal property but because of not
changing the address, the town’s assessor did not catch the split of
property. MOTION (Lewis/Van Asten/PASSED UNANIMOUSLY) to
bill Bruce McDermid of Performance Excavating for the
omitted 2010 and 2011 personal property taxes with no penalty being charged.
b. A
request to refund the $65.00 charge on the 2011 tax bill for the Casmir Ziulkowski property which is now owned by Rose Ann Schubert
was reviewed by the board. Casmir Ziulkowski has moved from the trailer house on the property
to a nursing home and the trailer is in an uninhabitable condition. MOTION
(Lewis/Smith/PASSED with Lewis & Smith voting aye and Van Asten nay) to refund the garbage charge on the property
tax bill for W324 Angelica Street.
Specific
Town Board Notice and Agenda for Upcoming Town Board Meeting: The next scheduled town board
meeting will be on Monday, February 13, 2012 at 6:30 p.m. Possible agenda items are the request from
L.J. Sperberg for a three-year extension of his
conditional use permit and a meeting with Ed and Marylea
Kazik of the Hillside Cemetery Association regarding
maintenance and bookkeeping for the Hillside Cemetery.
Voucher
Listing/Payment of Bills: MOTION (Lewis/Van Asten/PASSED
UNANIMOUSLY) to approve payment of
vouchers V-5691 through V-5757.
Adjournment: MOTION (Van Asten/Lewis/PASSED)
to
adjourn the meeting. The meeting was
adjourned at 7:25 p.m.
