TOWN WEBSITE:   We encourage town residents to keep informed in regard to town matters and to use the town’s website to obtain information in regard to contact information for town officials, town board meeting agendas and minutes, financial and budget reports, construction procedures and permits required, election information, newsletters, forms, etc.   The website address is “townofangelicawi.gov”.  We welcome any suggestions as to other information you would like to see on the website or suggestions in regard to changes.  You can also contact the Town of Angelica Clerk via e-mail at the following address:  angelicaclerk@netnet.net

 

OPEN BURNING:  It is illegal to burn wet combustible rubbish, garbage, oily substances, asphalt, plastic, tires, rubber or treated or painted wood.  It is also illegal to burn paper and cardboard that are to be recycled.  It is legal to burn dry grass, leaves, brush and non-recyclable paper and cardboard products and clean, untreated wood on the property on which they’re generated.  Before burning, please obtain a copy of the Town of Angelica’s policy on open burning.  It is available on the town’s website or by contacting the Town Clerk.  In the case of large amounts to be burned, notify the Pulaski Tri-County Fire Department Chief, Frank Wichlacz, at 920-822-5630 and the Shawano County Sheriff Department at 920-822-7905 (8:00 a.m. to 4:30 p.m. week days only) or 715-526-3111 (non-emergency 24-hour phone number) to inform them of the planned burning.  When planning any burning, please keep in mind that the town has an ordinance whereby the property owner or resident will be billed the actual cost incurred by the town for fire protection and/or alarm responses up to a maximum amount of $500.00 per call or response and that passer bys with cell phones could call the fire department when they see smoke or fire.  It is important that the fire department and the Shawano County Sheriff  Department be made aware of any planned burning.

 

POND CONSTRUCTION:   A town conditional-use permit and either a Shawano County land-use permit or conditional use permit are required for construction of ponds in the Town of Angelica.  Also, if the pond will be constructed in wetlands or within 500 feet of a navigable stream, a County Shoreland permit and/or additional permits from the DNR and the Army Corps of Engineers could be required.  For information contact the Shawano County Planning, Development & Zoning Department at 715-526-6766.

 

BUILDING CONSTRUCTION:   Permits are required for construction of homes and other buildings in the Town of Angelica.  Detailed information was provided in the December 2005 Town Newsletter, is posted on the town’s website or can be obtained by contacting the town clerk.

 

BUILDING INSPECTION REQUIRED: Effective January 1, 2005 the State of Wisconsin began enforcing the Uniform Dwelling Code (UDC) by requiring inspection of all new dwellings.  The contracted state agency for our town is Assured Inspection Services LLC, P4150 Pine View Road, Birnamwood  WI  54414.  You can contact Peter Kruit by  Office Phone: 715-449-2400 Cell Phone: 715-551-1306 or Fax:  715-449-2149.  It is the homeowner or contractor’s responsibility to obtain a state UDC building permit in addition to the town building permit issued by the Town Clerk.

 

ZONE CHANGES ~ CONDITIONAL USE PERMITS ~ VARIANCE REQUESTS:  In all cases, contact the Shawano County Planning, Development and Zoning Department at 715-526-6766 as a  Preliminary Consultation  form has to be filled out before proceeding with any of these requests.

 

COMPREHENSIVE PLAN:  A public kick-off of a cooperative intergovernmental process that will bring together 17 towns, 4 villages, the City of Shawano, the Stockbridge-Munsee Community and Shawano County to develop a long-range Comprehensive Plan for these municipalities was held in January of this year. The Town of Angelica will be part of the County East Cluster which is made up of the City of Shawano, Village of Cecil and the towns of Angelica, Belle Plaine, Maple Grove, Navarino, Washington and Waukechon. A Countywide Survey will be distributed this spring and local community land use mapping exercises are planned for this summer.  You are encouraged to attend these work-sessions. VOTER REGISTRATION:  Effective January 1, 2006 new laws in regard to voting/elections in the State of Wisconsin took effect.  In order for a person to be able to vote, a Voter Registration Application has to be on file in the town clerk’s office.   If you have not already filled out this form, State Elections Board Form EB-131 ~ Voter Registration Application, you will have an opportunity to fill it out on election day at your polling place before you vote.  Bring your Wisconsin Department of Transportation issued driver’s license or identification card with you to the polling place.  Please note that if you have a Wisconsin Driver’s License it is mandatory that this number be entered on the Voter Registration Application.  If you do not have a driver’s license, you can use the last four digits of your Social Security Number.  In addition, if your name is not on the voter registration list, you will have to provide proof of identity to a poll worker by either showing a copy of your driver’s license or a current utility bill, bank statement, current pay check, government check, or any other government document that contains a current and complete name, including both the first and last name; and a current and complete residential address, including a numbered street address.   The Voter Registration Application may also be completed in person at the town clerk’s office.  Please call Clerk Janet Powers at 920-822-5554 before coming.

               SPRING ELECTION ~ Tuesday, April 4, 2006      

        PARTISAN PRIMARY ~ Tuesday, September 12, 2006

                                             GENERAL ELECTION ~ Tuesday, November 7, 2006

 

The  polls  will  open at  8:00 a.m. for the  Spring Election.   It is anticipated that the polls will be open at 7:00 a.m. for the Partisan  Primary  and  General Election in  September and November  as  there is a bill on the  Governor’s desk  which it appears he will sign into law requiring a 7:00 a.m. opening  of  polls for the entire state.    The polls will close at 8:00 p.m.

 

ABSENTEE BALLOT VOTING:  Any qualified elector can receive an absentee ballot by requesting in writing to the municipal clerk using the “Application for Absentee Ballot” form (an application form can be downloaded from the town website) or by a letter requesting an absentee ballot which (1) gives the elector’s name (2) voting address including name of the municipality (3) what election they want a ballot/ballots for (4) a statement that they are age 18 or over and have resided at their voting address for at least 10 days before the election (5) where the ballot is to be sent if it is not to go to their voting address, and (6) their signature on the letter.  A reason why the elector wishes to vote absentee is no longer required.  A new requirement effective January 1, 2006 is that all voters will have to have a Voter Registration Application on file in the town clerk’s office before they can vote at the polls or vote by Absentee Ballot.

 

Also, by filling out the “Application for Absentee Ballot” a person who is indefinitely confined to their home can automatically receive a ballot for every election.  In addition, any elector who wishes to vote in person at the clerk’s office can do so up to 5:00 p.m. on the day preceding the election.  Contact the town clerk for more details.

 

IS YOUR 911 ADDRESS/EMERGENCY NUMBER IN COMPLIANCE WITH THE COUNTY ORDINANCE?   How would you answer these questions........If my house was on fire, could the Pulaski Tri-County Fire Department find my house number?   If I call 911 for rescue services or the police, will they be able to locate my house quickly because my 911 number is next to my driveway or can be seen from the road?  The purpose of placement of 9ll numbers in a consistent manner is to provide emergency vehicles with the ability to quickly determine where they can find the requestor for their services in the case of an emergency.  Shawano County Ordinance No. 1-95 states the two places a 911 Property Number can be properly displayed are on the post used by the town within ten feet of your driveway or on the front entrance to your residence provided it is within 60 feet from the roadway and the number is visible from the road. The numbers provided by the town are NOT to be put on mail boxes.   If you are in need of new 911 number tiles and/or a post, please contact Town of Angelica Supervisor, Cliff Powers, at 920-822-5554 and a new one will be provided.  The cost of installing the numbers and post is $10.00.

 

USE OF GARBAGE STICKERS:   Please be reminded that garbage stickers are not to be placed on lids of garbage cans or directly on the garbage can.  When using garbage cans, place a sticker on one of the garbage articles in the can that can be easily seen by the garbage pickup person.

 

PAYMENT OF SECOND INSTALLMENT OF TAXES:  Please note that the second installment of taxes due July 31, 2006 are not to be paid to the Town Treasurer but are to be paid to the Shawano County Treasurer, Kay Schroeder, Shawano County Court House,  911 Main Street, Shawano  WI  54166.

 

BIDS FOR CUTTING GRASS AT THE TOWN HALL & PARK IN KRAKOW:   If you are interested in cutting the grass at the Town Hall or the town park located in Krakow, please submit a bid for cost-per-cutting and trimming  to the Town Board by Monday, April 10, 2006.  If bidding on cutting for both areas, please submit a separate bid for each place.
