SNOWPLOWING OF DRIVEWAYS:  Do not plow or shovel snow into the road way or into the opposite ditch.  Pushing snow or other materials onto or across roadways is prohibited by Wis. Statute 346.94 (5).   This can cause an accident for which you could be liable.

 

PLOWING –TILLING –PLANTING –HARVESTING –DITCHING -PLACEMENT OF OBJECTS IN TOWN ROAD RIGHT OF WAY:   No plowing, tilling or harvesting shall be done in the town road right of way.  If there are no utility poles in front of your property, you can figure the right of way extends 33 feet from the center line of the road.  Utility poles are installed in the town road right of way and in cases where you have utility poles in front of your property, you must stay on your side of the utility poles.  In cases where property owners plow, till or harvest in the town road right of way, the crop shall be removed or the right of way repaired to its original condition AT THE PROPERTY OWNERS’ EXPENSE.    Do not ditch along town roads without town board approval.   Trees or shrubs are not to be planted less than 33 feet from a town road centerline.   Also, the only objects that can be placed in town road right of way by residents are mail boxes.  Driveway markers/reflectors are to be placed at least 33 feet from the town road centerline.    A total width of 66 feet is the standard width needed for town road reconstruction. 

 

TILING:  If you are aware of any tiling going to and entering into road ditches in front of your property, please notify anyone on the town board about the location of those tiles.  The town has run into extra expense because of not being aware of tiling in road ditches when reconstructing roads and cleaning out ditches.  Your informing us of the location of these tiles is appreciated.

 

GARBAGE & RECYCLING PICKUP:  Please see the 2010 Garbage & Recycling Pickup Schedule that can be found on Page 6 of this newsletter for information in regard to the pickup schedule and garbage and recycling requirements in the town.

 

BURNING POLICY in the Town of Angelica:   Burning of all structures is strictly banned with the only exception being a Fire Department when performing legitimate fire fighter training.  If you have any questions regarding this you can contact the DNR Air Management at 920-662-5181 or DNR Waste & Materials Management at 920-662-5171.

 

Individuals/private citizens may burn lawn and garden debris and small quantities of clean-untreated wood.  Clean paper waste that is not recyclable may also be burned.  Before burning, please obtain a copy of the Town of Angelica’s policy on open burning.  It is available on the town’s website or by contacting the Town Clerk.   In the case of large amounts to be burned, notify the Pulaski Tri-County Fire Department at 920-822-5392 and the Shawano County Sheriff Department at 715-526-3111 (non-emergency 24-hour phone number) to inform them of the planned burning.   Businesses may not open burn without a wood burning facility license that can be obtained from the DNR.

 

DOG LICENSES REQUIRED:

 

County Ordinance No. 6-94 – requires that all dogs over five months of age in the town are to be licensed and have a rabies vaccination.  A listing of people who have not obtained a dog license for their dog or dogs is sent to the Shawano County District Attorney each year.  Fines for violating this ordinance are not less than $25.00 nor more than $100.00 for the first offense and not less than $50.00 nor more than $200.00 for any subsequent offenses.  Contact Town Treasurer, Lisa Matuszak (822-4408) N2981 Green Valley Road, Pulaski  WI  54162 to obtain a license.  Licenses are to be obtained from the Town Treasurer by February 1st of each year.  A $5.00 late fee is charged for all licenses not obtained by April 1st.   Not keeping an animal on its owner’s property and letting the animal roam at large is a violation of this ordinance.   Please refer to the insert the Treasurer encloses with this tax statement.  Collection dates are on one side of the insert and information on dog licenses is on the reverse side.

 

IMPORTANCE OF DOGS HAVING THEIR DOG TAGS ON THEIR COLLARS:  The town’s Animal Control person has had numerous instances where a stray dog is found or a dog is lost and most of these dogs did not have a dog tag on their collars.  If the owner would have placed the dog tag on the lost dog’s collar, it could have been easily traced to its owner.  Please put the dog tag you must obtain each year on your dog’s collar.

 

POND CONSTRUCTION:  A town conditional-use permit and either a Shawano County land-use permit or conditional use permit are required for construction of ponds in the Town of Angelica.  Contact Planning Commission Secretary, Connie Nischke, for a copy of the Development Standards/Requirements for ponds.   Also, if the pond will be constructed in wetlands or within 500 feet of a navigable stream, a County Shoreland permit and/or additional permits from the DNR and the Army Corps of Engineers could be required.  For information contact the Shawano Planning, Development & Zoning Department at 715-526-6766.

 

BEFORE STARTING ANY PROJECTS (BUILDING, DIGGING, REMOVAL OF SOIL, ETC.)  Be sure to check with the Shawano County Planning & Zoning Department as to what permits might be required.  If you are near a navigable waterway, Shawano County, DNR and Army Corps permits also could be required.

 

ROAD SIGNS:  If you notice a stop sign or other road signs are down, damaged or missing, please contact any of the town officials.   Having all signs in place, especially in the case of stop signs, is very important to the safety of people traveling our town roads.

 

Also, if you notice anyone vandalizing signs or dumping rubbish in town road ditches, would you please report it to any one of the town officials.  This not only incurs extra expense for the town but could create a potentially dangerous situation.

 

           

WHEN BUILDING IN THE TOWN OF ANGELICA

 

 

 

 

 

 

 

 

The obtaining of a Town Building Permit and County Land-Use Permit does not apply only to homes.   These permits are required for all buildings.

 

 

 CUTTING GRASS AT THE TOWN HALL:

 

If you are interested in cutting the grass at the Town Hall or the town park located in Krakow, please submit a proposal for cost-per-cutting and trimming to the Town Board by Monday, March 8, 2010.  If interested in cutting for both areas, please submit a separate proposal for each place.

 

REQUESTS FOR ZONE CHANGES, CONDITIONAL USE PERMITS OR VARIANCES:

 

In all cases, contact the Shawano County Planning, Development and Zoning Department at 715-526-6766 as a  Preliminary Consultation  form has to be filled out before proceeding with any of these requests.

TOWN BOARD AND ANNUAL MEETINGS:

 

Monthly meetings of the Town of Angelica Board of Supervisors are held on the second Monday of every month at 6:30 p.m. at the Angelica Town Hall, N3285 County Road C.  Agendas for meetings are posted on the three posting boards located at the Krakow and Zachow Post Offices and the Town Hall and are also on the town’s website.

 

 The next annual Town Meeting will be held on Tuesday evening, April 13, 2010, at 7:30 p.m. at the Angelica Town hall.
